Responsibilities

Key Responsibilities

  • Mission-Critical Package Valuation:
  • Track, inspect, and evaluate progress milestones across critical high/medium/low voltage power distribution, UPS systems, diesel rotary/static generators, HVAC chiller plants, CRAH/CRAC units, cooling towers, fire suppression (VESDA/gas clean agent), and BMS/DCIM systems.
  • Verify milestone billing tied to Long-Lead Equipment (LLE) factory delivery, on-site rig-in/positioning, roughing-in, and Integrated System Testing (IST).
  • Interface & BIM-Driven Variation Assessment:
  • Rapidly assess commercial impact, route diversions, and rerouting costs triggered by Combined Services Drawings (CSD) / Structural Electrical Mechanical (SEM) clashes and site spatial constraints.
  • Establish clear cost boundaries on builder’s work in connection with services (BWIC) such as penetrations, plinths, heavy seismic vibration curbs, and structural cable-tray supports.
  • Subcontract Claims & Contra Management:
  • Review, quantify, and certify monthly progress claims submitted by specialized trade subcontractors (Electrical, Mechanical, Extra-Low Voltage, Fire Protection).
  • Administer contractual deductions, power tap consumption during construction, equipment rental contra charges, and defect retention.
  • High-Value Commodity Accounting:
  • Conduct strict reconciliation on high-value materials including power feeder cables (cable pull/cut logs vs. engineering schedules), busducts, copper piping, and valves to prevent pilferage, excessive scrap, and improper staging.
  • Commissioning & Final Account Closeout:
  • Align commercial certification with Testing & Commissioning (T&C) progression stages (Level 1 Factory Acceptance through Level 5 Integrated System Testing).
  • Negotiate final accounts with subcontractors, resolve outstanding dispute claims, and compile statutory release paperwork.

Job Requirements

  • Education: Bachelor’s Degree or Diploma in Electrical Engineering, Mechanical Engineering, Building Services, Quantity Surveying, or equivalent.
  • Experience:
  • Minimum 3–5 years of site-based M&E QS experience with a Main Contractor or Tier-1 M&E Subcontractor.
  • Proven track record in Data Centres, Semiconductor Fabs, Pharmaceutical plants, or critical infrastructure where M&E packages represent 50%+ of overall contract value.
  • Technical Proficiencies & Standards:
  • Deep familiarity with M&E installation standards, single-line diagrams (SLDs), P&IDs, and M&E measurement principles under SMM2/CESMM.
  • Proficient in Glodon Cubicost TME, Bluebeam Revu, Navisworks (model viewing/clash verification), and MS Excel.
  • Registration with BQSM, BEM, or equivalent industry bodies is advantageous.
  • Core Competencies:
  • Sharp analytical thinking to interrogate subcontractor unit rates, daywork sheets, and off-spec site claims.
  • Capable of high-stress site communication with international CxA (Commissioning Authorities), vendor specialists, and local trades.
  • Excellent bilingual capability in English and Mandarin to ensure precise technical and commercial alignment across all project stakeholders.
