Role Description
The Education Program Manager is responsible for leading and managing the overall academic operations and delivery of assigned higher education programmes.
This role requires a combination of academic management, regulatory compliance, programme development, lecturer coordination, quality assurance, and people leadership.
The Program Manager will ensure that programmes are delivered according to approved academic structures and requirements while coordinating lecturers, academic staff, institutional partners, and internal departments.
The successful candidate is expected to take ownership of programme operations, identify and resolve issues proactively, develop effective academic processes, and continuously improve programme quality and team performance.
Key Responsibilities1. MQA Compliance & Quality Assurance
- Manage and monitor programme compliance with Malaysian Qualifications Agency (MQA) requirements.
- Ensure programme delivery follows approved academic structures and relevant MQA requirements.
- Maintain accurate and complete academic documentation for quality assurance and accreditation purposes.
- Identify compliance gaps and coordinate corrective actions.
- Work closely with academic teams and institutional partners on accreditation and quality assurance matters.
2. Academic Audit
- Coordinate preparation for internal and external academic audits.
- Ensure required documents, records, evidence, and academic files are complete and audit-ready.
- Coordinate responses and corrective actions arising from audit findings.
- Establish systematic documentation and record-keeping processes to maintain continuous audit readiness.
3. MQA Table 4
- Possess practical knowledge and understanding of MQA Table 4.
- Review and coordinate programme structures, course information, credit hours, Student Learning Time (SLT), assessments, learning outcomes, and other relevant academic components.
- Ensure actual programme delivery is aligned with approved programme documentation.
- Coordinate updates and improvements to programme documentation where required.
4. Lecturer Coordination & Academic Delivery
- Plan and coordinate lecturer allocation and teaching schedules.
- Coordinate academic calendars, classes, tutorials, assessments, and other teaching activities.
- Ensure lecturers receive the necessary information, teaching materials, schedules, and academic requirements.
- Monitor teaching delivery and lecturer performance.
- Coordinate assessment preparation, marking, moderation, and submission of academic results.
- Resolve lecturer-related and academic operational issues effectively.
- Ensure classes and academic activities are delivered according to schedule and programme requirements.
5. Programme Development
- Lead and coordinate the development of new academic and professional programmes.
- Review and improve existing programmes based on academic requirements, industry needs, learner feedback, and programme performance.
- Coordinate curriculum structure, course content, learning outcomes, assessments, and academic documentation.
- Work with lecturers, subject matter experts, management, and institutional partners during programme development.
- Conduct research and benchmarking to identify opportunities for new programmes and programme improvements.
6. Team Leadership & Management
- Lead and manage academic staff and relevant programme team members.
- Set clear expectations, responsibilities, deadlines, and performance standards.
- Delegate responsibilities effectively and monitor completion.
- Conduct regular academic and operational meetings.
- Provide constructive feedback and coaching to team members.
- Address performance and operational issues professionally and objectively.
- Develop team members' capabilities and encourage ownership of responsibilities.
- Promote effective communication and collaboration between departments.
- Maintain professionalism and composure when managing problems, pressure, and disagreements.
7. Academic Operations & Continuous Improvement
- Develop and improve academic SOPs, workflows, documentation, and operational systems.
- Monitor programme performance and identify areas requiring improvement.
- Prepare management reports on academic operations, programme performance, compliance, and key issues.
- Coordinate with Registrar, Student Affairs, Finance, Marketing, Sales, and other relevant departments when required.
- Use data and operational feedback to improve academic processes and student experience.
Mandatory Requirements
Candidates must have knowledge and practical understanding of:

Qualifications
- PhD or Master's Degree in Education, Business Administration, Management, Higher Education, or a related field.
- Relevant experience in higher education, academic management, programme management, quality assurance, or academic operations.
- Experience handling MQA requirements, academic audits, programme accreditation, or related academic compliance matters is strongly preferred.
- Strong leadership and people-management skills.
- Strong written and verbal communication skills in Bahasa Malaysia and English.
- Strong organizational, analytical, and problem-solving abilities.
- High attention to detail, particularly in academic and compliance documentation.
- Proficient in spreadsheets, documentation systems, presentation tools, academic systems, and other digital productivity tools.
- Able to learn and adapt quickly to new systems and processes.
- Able to manage multiple priorities and deadlines in a fast-moving environment.
