Job Description

Responsibilities

Key Responsibilities

  1. Singapore HR Operations & Compliance
  • Employee Relations & Labour Compliance: Manage HR compliance for the Singapore entity, ensuring company policies, employment contracts, and employee handbooks are aligned with Ministry of Manpower (MOM) regulations and the Employment Act.
  • Compensation & Benefits (C&B): Oversee local payroll processing and disbursement, ensure monthly Central Provident Fund (CPF) submissions and payments are completed on time, and handle annual tax filings including IR8A and the Auto-Inclusion Scheme (AIS).
  • Work Pass Management: Handle the full lifecycle of work pass applications, renewals, and cancellations (EP, S Pass, etc.) as well as dependent passes (DP/LTVP). Proficiency in MOM’s COMPASS (Complementarity Assessment Framework) for pre-assessment and work pass submissions is essential.
  • Talent Acquisition & Workforce Planning: Build and manage local and cross-border recruitment pipelines tailored to the AI/IDC sector, aligned with business growth plans, and ensure key talent is onboarded in a timely manner.
  • Performance & Training: Deploy performance management frameworks, coordinate onboarding programs for local hires, and arrange industry-relevant compliance and security training.
  1. HR Business Partner (HRBP) Support
  • Business Partnering: Serve as the dedicated local HRBP, partnering closely with business teams to support team development, talent deployment, and employee engagement initiatives.
  • Cross-Cultural & Expatriate Coordination: Enable effective collaboration and cultural integration between expatriate staff and the local team to ensure seamless operations.
  1. General Administration & Office Management
  • Office & Asset Management: Oversee daily office operations, tenancy management, fixed-asset procurement and upkeep, and administrative facilities.
  • Vendor & Business Support: Manage relationships, negotiations, and expenditure with external vendors covering office supplies, IT equipment, corporate insurance, and other services.
  • Travel & Hospitality: Coordinate regional business travel arrangements, corporate visa support, and key business reception activities.


Job Requirements

  1. Education: Diploma or Bachelor’s Degree and above; a major in Human Resource Management, Business Administration, or a related discipline is preferred.
  2. Industry Experience: At least 3 years of HR and administration experience, ideally within the IDC (Internet Data Centre) industry.
  3. Regulatory Expertise: Thorough knowledge of Singapore employment laws, particularly the Employment Act, with hands-on experience using CPF submission systems and MOM EP Online / myMOM Portal, and a solid understanding of COMPASS scoring criteria and application processes.
  4. Mobility & Flexibility: Based in Singapore, with willingness to travel to other Southeast Asian countries such as Indonesia and Malaysia for short-term business trips when required.
  5. Language Proficiency: Fluent in both spoken and written English and Mandarin, with the ability to use both as working languages when engaging with local employees, MOM authorities, and headquarters teams.
  6. Key Competencies: Strong business acumen, excellent cross-cultural communication skills, proactive problem-solving abilities, and the resilience to perform effectively in a fast-paced environment.
