What The Role Is

In this post, you will drive the conceptualisation and implementation of Operational Technology (OT) automation solutions as well as oversee capability sustainment of deployed systems in the Operations and Support (O&S) phase across Home Team Departments (HTDs), focusing on use cases supporting corrections, narcotics enforcement, and rehabilitation operations. The role aims to enhance operational effectiveness, improve officer safety, and achieve manpower savings through the adoption of innovative and practical technologies. In addition, you will also ensure that systems continue to meet operational, availability and compliance requirements and provide the required support to maintain smooth Home Team operations.

The Corrections & Narcotics Programme Management Centre (CNPMC) works closely with the Singapore Prison Service (SPS) and Central Narcotics Bureau (CNB), supporting their visions to be “Captains of Lives” and for “A Singapore Without Drugs, where everyone can work, live and play safely”.

CNPMC leverages science and technology to enforce the secure custody and rehabilitation of offenders, and to prevent the proliferation of drug-related activities.

What You Will Be Working On

  • Support or lead projects for the adoption of ready S&T or translation of proof-of-concept (POC) or conduct of POC initiatives to deliver systems with view towards operational deployment.
  • Plan and manage project timelines, payment milestones, budgets and deliverables to ensure successful implementation and operationalisation.
  • Develop technical specifications and documentation, including drafting contractual terms.
  • Manage vendors and stakeholders to ensure solutions are delivered on time, within scope, and to required quality standards.
  • Engage HTDs to understand requirements and facilitate discussions for strategic planning and decision-making on automation roadmaps.
  • Conceptualise and work with vendors to develop innovative automation solutions by integrating existing technologies to address HTD operational requirements.
  • Manage post-deployment sustainment, ensuring vendors deliver timely maintenance and recovery support to uphold operational continuity and keep solutions effective, compliant, and fit for evolving business and policy needs.

What We Are Looking For

  • Tertiary qualification in Engineering, Computer Science, Information Technology, or related S&T disciplines required; candidates with deep expertise in the areas of robotics / automation, OT-ICT integration, drug detection should provide relevant references of past work in these areas for added consideration
  • Preferably 3 – 5 years of relevant working experience in OT automation, engineering, OT-ICT integration or related domains in project, O&S or technical management roles.
  • Strong ability to conceptualise and deliver innovative, feasible, and impactful solutions to operational challenges.
  • Strong fundamentals and interest in science, technology and innovation; self-driven in keeping up with latest developments and willingness to challenge the norms
  • Good project management skills, including planning, coordination, and execution of projects involving multiple stakeholders. Experience in managing capability sustainment should be indicated.
  • Good knowledge and skills for the tasks required for post-deployment sustainment.
  • Ability to work both independently and collaboratively in a dynamic environment.
  • Good communication and stakeholder engagement skills across a diverse range of stakeholders.

    Preferred / Advantageous
  • Knowledge or experience in OT-ICT integration and systems interoperability.
  • Familiarity with government procurement processes and policies.
  • Familiarity with Singapore Government’s Information Technology and Smart Systems (ICT&SS) policies (e.g. IM8)

    All new appointees are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure overtime, based on performance.
