Position OverviewThe A*************V Chargeman is responsible for the safe operation, maintenance, and management of the low voltage electrical systems and associated infrastructure for a 460,000 square foot banking facility in Kuala Lumpur. This critical role ensures continuous, reliable power distribution to support essential banking operations, data centers, and business continuity requirements while maintaining strict compliance with all electrical safety regulations and the highest standards of safety for building occupants and electrical systems.
Key ResponsibilitiesLow Voltage Electrical System ManagementOperate, monitor, and maintain the 415V low voltage electrical distribution system in accordance with Energy Commission (Suruhanjaya Tenaga) regulations and electrical safety standards. Perform switching operations for main distribution boards, sub-main distribution boards, final distribution boards, and associated electrical equipment with particular attention to critical banking infrastructure. Conduct routine inspections of low voltage switchboards, distribution panels, circuit breakers, contactors, motor control centers, and associated equipment to ensure zero downtime for critical banking operations. Monitor electrical load distribution across the extensive 460,000 sq ft facility and optimize power consumption, with special focus on mission-critical areas including data centers, server rooms, dealing rooms, ATM networks, and core banking systems. Ensure all electrical rooms, distribution boards, and electrical installations are properly secured, maintained, and accessible only to authorized personnel in compliance with banking security protocols. Maintain continuous power supply through effective monitoring and preventive maintenance programs, recognizing that power interruptions directly impact banking transactions and customer service. Oversee electrical distribution to multiple floors, zones, and departments within the large-scale banking facility.
Critical Infrastructure Power ManagementProvide dedicated electrical support for mission-critical banking infrastructure including data centers, server rooms, mainframe systems, network equipment rooms, dealing rooms, and disaster recovery facilities. Ensure proper power distribution to UPS-protected critical loads supporting 24/7 banking operations. Monitor and maintain electrical circuits feeding critical banking equipment, ensuring adequate capacity and redundancy. Coordinate closely with IT teams to understand power requirements for banking systems and ensure electrical infrastructure meets load demands. Manage power distribution to trading floors, dealing rooms, cash processing centers, and time-sensitive banking operations where power reliability is paramount. Support electrical requirements for extensive security systems including CCTV, access control, intrusion detection, and perimeter security across the 460,000 sq ft facility. Maintain electrical supply to critical life safety systems including fire alarm panels, emergency lighting, exit signage, and evacuation systems. Monitor electrical parameters including voltage levels, current draw, power factor, and harmonics to ensure quality power supply to sensitive banking equipment.
Electrical Maintenance and Preventive Maintenance ProgramsDevelop and implement comprehensive preventive maintenance schedules for all low voltage electrical systems across the facility with minimal disruption to banking operations. Conduct regular testing and inspection of electrical equipment including distribution boards, circuit breakers, contactors, motor starters, lighting systems, power outlets, and emergency systems during approved maintenance windows. Perform thermographic scanning to identify potential hot spots, loose connections, and electrical faults before failures occur, scheduling interventions proactively. Test and maintain motor control centers serving HVAC systems, water pumps, fire pumps, lifts, and other building services critical to facility operations. Conduct electrical safety testing including insulation resistance testing, earth resistance testing, and residual current device (RCD) testing. Maintain lighting systems throughout the facility including general lighting, emergency lighting, exit lighting, and specialized lighting for banking halls and customer service areas. Coordinate and supervise external contractors performing specialized electrical works or maintenance activities, ensuring compliance with bank security clearance requirements. Maintain electrical equipment in optimal operating condition to minimize downtime and extend equipment lifespan, particularly for systems supporting critical banking functions. Carry out corrective maintenance and repairs on electrical systems promptly to restore normal operations, escalating issues that may impact business operations immediately. Ensure all electrical installations comply with relevant standards including MS IEC, Suruhanjaya Tenaga regulations, and bank-specific technical standards. Schedule major maintenance activities during non-business hours or designated maintenance windows to avoid disruption to banking services across the large facility.
Building Services Electrical SystemsManage electrical supply to HVAC systems including air handling units (AHUs), fan coil units (FCUs), chillers, cooling towers, and associated control systems essential for maintaining comfortable banking environment. Maintain electrical systems for water supply pumps, sewage pumps, sump pumps, fire pumps, and plumbing infrastructure. Oversee electrical supply to vertical transportation systems including passenger lifts, service lifts, and escalators serving multiple floors. Monitor and maintain electrical systems for building automation and controls that manage facility operations. Ensure proper electrical supply to kitchen equipment, pantry facilities, staff amenities, and cafeteria areas. Manage power distribution to specialized banking equipment including note counters, coin machines, vault systems, and safe deposit box facilities. Maintain electrical supply to loading dock equipment, roller shutters, and service areas. Coordinate with building services teams to ensure integrated operation of all electrical and mechanical systems.
Safety and ComplianceEnsure strict compliance with all Suruhanjaya Tenaga regulations, guidelines, and safety requirements for low voltage installations. Maintain a valid Certificate of Competency (Chargeman A4) and ensure all electrical work complies with certification requirements and banking industry standards. Implement and enforce electrical safety procedures, lockout/tagout protocols, and permit-to-work systems in accordance with bank safety policies. Conduct risk assessments for electrical work and ensure appropriate safety measures are in place, particularly when working near sensitive banking equipment or in occupied areas. Maintain electrical safety equipment including insulated tools, personal protective equipment, voltage detectors, multimeters, clamp meters, earth testers, and testing equipment in good working condition. Investigate electrical incidents, near misses, equipment failures, and power quality issues, documenting findings and implementing corrective actions with detailed reporting to Building Manager. Ensure all electrical work is performed in accordance with relevant legislation including Electricity Supply Act 1990, Occupational Safety and Health Act 1994, and Bank Negara Malaysia guidelines where applicable. Adhere to bank security protocols when accessing restricted areas or working near sensitive banking infrastructure. Conduct electrical safety training and toolbox talks for facilities team members and contractors. Ensure proper earthing and bonding throughout the facility to protect personnel and equipment. Verify electrical installations meet requirements before commissioning or handover.
Energy Management and EfficiencyMonitor energy consumption patterns across different zones of the 460,000 sq ft banking facility and identify opportunities for energy optimization and cost savings. Track power usage for major electrical loads including HVAC, lighting, IT equipment, and banking operations to identify inefficiencies. Implement load management strategies to balance electrical demand across the facility and minimize peak demand charges. Recommend energy-efficient solutions including LED lighting upgrades, variable frequency drives, power factor correction, occupancy sensors, and daylight harvesting systems. Prepare monthly energy consumption reports and analysis for the Building Manager, highlighting trends, anomalies, and savings opportunities. Support sustainability initiatives and energy conservation programs within the facility in alignment with bank corporate responsibility objectives and green building certifications. Monitor power factor across distribution boards and recommend correction measures to avoid TNB penalty charges. Analyze energy usage patterns for different areas including banking halls, offices, data centers, back-office operations, and common areas. Support implementation of energy management systems and sub-metering for detailed consumption tracking and tenant billing where applicable.
Emergency Response and Business ContinuityServe as first responder for all low voltage electrical emergencies and power-related incidents within the facility, recognizing the critical impact on banking operations. Respond promptly to electrical faults, circuit breaker trips, power outages in specific zones, and equipment failures affecting banking services. Coordinate restoration procedures with urgent prioritization of critical banking systems and customer service areas. Operate and maintain electrical distribution during changeover to standby generator power or UPS systems during utility power failures. Support testing and maintenance of emergency power systems including automatic transfer switches and distribution to critical loads. Participate in bank-wide emergency response drills and business continuity exercises, providing technical input on electrical system resilience and recovery procedures. Maintain 24/7 availability through on-call roster to respond to critical electrical issues outside regular working hours, understanding that banking operations cannot be interrupted. Execute emergency power restoration procedures in coordination with IT, Security, Operations, and Building Services teams to minimize business impact. Maintain emergency lighting systems and ensure proper operation during power failures for safe evacuation across multiple floors. Documentation and ReportingMaintain comprehensive records of all electrical maintenance activities, inspections, test results, repairs, and modifications in accordance with banking documentation standards. Prepare and submit statutory reports to Suruhanjaya Tenaga as required by regulations with copies to Building Manager. Keep accurate logs of electrical work orders, switching operations, equipment status, and maintenance completions with timestamped entries for audit purposes. Maintain up-to-date single-line diagrams, as-built drawings, distribution board schedules, lighting layouts, and equipment specifications for all electrical systems. Update documentation following any electrical modifications, additions, or reconfigurations to ensure accuracy. Document equipment warranties, service contracts, vendor contact information, and spare parts inventories in organized filing systems. Prepare regular reports for the Building Manager on electrical system performance, maintenance activities, incidents, power quality issues, energy consumption trends, and recommendations for improvements. Maintain records of electrical contractor certifications and ensure compliance with regulatory requirements and bank vendor management policies. Provide documentation support for internal audits, regulatory inspections, insurance surveys, and compliance reviews. Generate incident reports for any electrical events affecting banking operations with root cause analysis and preventive measures. Maintain electrical drawings and documentation in both hard copy and digital formats with proper version control and secure storage.
Coordination and SupervisionCoordinate with building management and bank operations teams on electrical works affecting banking services, ensuring advance notice, proper scheduling, and clear communication. Supervise and monitor electrical contractors, vendors, and subcontractors performing work within the facility, ensuring compliance with bank security and safety protocols. Provide technical guidance to facilities team members including technicians, general workers, and junior staff on electrical matters and support their professional development. Coordinate electrical shutdown schedules with IT, Operations, business units, and tenants to minimize disruption to banking services and customer experience across the 460,000 sq ft facility. Work closely with other building systems teams including HVAC, fire safety, building automation systems, physical security, plumbing, and lifts to ensure integrated facility operations. Liaise with higher voltage chargemen (B0/B4) on matters relating to upstream power supply and coordination of electrical works affecting the overall electrical system. Participate in change management processes for any electrical work affecting critical banking infrastructure or occupied spaces. Attend regular coordination meetings with Building Manager and facility stakeholders to discuss electrical system performance, upcoming maintenance, issues, and continuous improvement initiatives. Coordinate with TNB and building landlord (if applicable) on utility matters affecting the facility. Support new fit-out projects, renovations, and expansion activities by providing electrical input, load assessments, and oversight. Interface with tenant representatives and business units regarding electrical service requests and planned works.
Asset Management and Lifecycle PlanningMaintain inventory of critical electrical spare parts including circuit breakers, contactors, fuses, relays, lighting components, and consumables to minimize downtime during failures. Recommend equipment replacements and upgrades based on condition assessments, performance trends, and alignment with banking operational requirements. Manage electrical equipment asset registers and maintenance histories using computerized maintenance management systems (CMMS) or facility management software. Ensure proper storage and handling of electrical materials, tools, and equipment in designated secure areas with appropriate environmental controls. Support capital expenditure planning for electrical system upgrades, replacements, and capacity expansions by providing technical input, condition assessments, and cost-benefit analysis. Track equipment age, performance trends, failure rates, and maintenance costs to develop proactive replacement strategies. Maintain relationships with equipment suppliers, manufacturers, and authorized service providers for technical support and parts procurement. Assess condition of aging electrical infrastructure across the facility and prioritize renewal projects based on criticality and risk. Support electrical capacity planning for future expansion, tenant requirements, or increased load demands. Evaluate warranty terms and service contracts to optimize maintenance costs and equipment reliability.
Required QualificationsMandatory Certifications and LicensesValid Certificate of Competency (Chargeman A4) issued by Suruhanjaya Tenaga (Energy Commission of Malaysia) - MANDATORY
Current registration with Suruhanjaya Tenaga as a competent person in good standing
First Aid certification (or willingness to obtain within probation period)
Working at Heights certification (preferred for accessing electrical equipment in elevated locations)
Confined Space Entry certification (preferred for working in restricted areas)
EducationDiploma or Certificate in Electrical Engineering, Electrical Technology, Electrical Installation, or related discipline from recognized institution (MQA-approved)
Technical training in low voltage systems, electrical installation, and electrical safety
Continuing professional development in electrical technology and safety practices
ExperienceMinimum 5-7 years of experience as an A4 Chargeman in commercial, corporate, or large-scale facilities
Experience in banking, financial services, data center, Grade A commercial office buildings, or mission-critical environments strongly preferred
Proven experience managing electrical distribution systems in facilities of substantial size (preferably 300,000 sq ft and above)
Experience with multi-floor, multi-zone electrical distribution in complex buildings
Familiarity with coordination of electrical systems in occupied commercial environments with multiple stakeholders
Experience supporting 24/7 critical operations and understanding of business continuity requirements
Background in building services electrical systems including HVAC, lighting, vertical transportation, and fire safety systems
Technical Knowledge and SkillsComprehensive knowledge of Electricity Regulations 1994, Malaysia Wiring Regulations (MS IEC standards), and amendments
