Responsibilities
Job Summary
The Resident Technical Officer represents clients on Housing Development Board (HDB) and Land Transport Authority (LTA) construction sites, ensuring projects comply with contracts, regulations, and quality standards under the guidance of appointed Qualified Persons.
Responsibilities
Lead supervision of construction works to ensure adherence to project specifications, design intent, approved drawings, and site instructions from supervising qualified persons and project consultants/clients
Enforce contractor compliance with prevailing building authority and government agency regulations in Singapore
Inspect construction materials and workmanship to verify quality and conformity with project requirements
Perform quality tests on materials to validate compliance with standards
Review project drawings and specifications to identify discrepancies or potential issues, escalating them to the appointed Qualified Person and project consultants/clients
Collaborate with qualified persons and project consultants/clients in meetings to align on project progress and resolve technical matters
Prepare detailed progress reports for clients to communicate project status and any concerns
Execute other ad hoc duties as directed to support project delivery and client interest
Required competencies and certifications
Diploma or Degree in Civil & Structural Engineering
Accreditation as a Civil & Structural Resident Technical Officer (RTO) by the Institution of Engineers Singapore (IES) / Association of Consulting Engineers Singapore (ACES) JAC
Certificate in Building Construction Safety Supervision (BCSS) or equivalent construction safety certification
Minimum 5 years of experience as a Resident Technical Officer or similar site-based role (e.g., Site Engineer) on HDB or LTA construction project
