About the Role

We are seeking an experienced and visionary Head, Information Technology to lead the technology function for RHB Bank Singapore Operations. In this strategic leadership role, you will be responsible for overseeing both change-the-bank initiatives and run-the-bank operations, ensuring technology capabilities effectively support business growth, operational excellence, regulatory compliance, and digital transformation objectives.

You will work closely with senior management, business stakeholders, regulators, and vendors to drive technology strategy, optimize IT operations, strengthen cybersecurity, and build a high-performing technology team while ensuring alignment with Group technology standards and regulatory requirements.


What you will be doing

  • Develop, implement, and continuously refine the Singapore Operations IT strategy, ensuring alignment with business objectives and Group technology standards.
  • Provide strategic technology leadership and advisory support to senior management and business stakeholders.
  • Oversee IT operations, infrastructure, applications, and systems to ensure operational effectiveness, resilience, and service excellence.
  • Lead technology transformation initiatives, application modernization programs, and new platform acquisitions to meet evolving business needs.
  • Ensure compliance with all relevant MAS regulations, technology risk management requirements, Bank policies, security standards, and governance frameworks.
  • Establish and maintain a strong technology risk and cybersecurity posture, ensuring IT assets are protected and secured against evolving threats.
  • Oversee annual technology budgeting, financial planning, and expenditure management for both capital and operational investments.
  • Act as a key technology partner in driving the Bank's digital transformation journey.
  • Lead technology governance processes, including change management, architecture reviews, project governance, and production release approvals.
  • Ensure effective disaster recovery, business continuity, backup strategies, system availability, and operational resilience are maintained across the technology landscape.
  • Oversee vendor management, procurement activities, and technology partnerships to deliver value and operational efficiency.
  • Drive continuous improvements in IT standards, operational procedures, system documentation, and knowledge management practices.
  • Build, develop, and mentor a high-performing technology team while fostering a culture of innovation, accountability, collaboration, and excellence.
  • Champion the Bank's PRIDE values and cultivate a resilient, customer-focused, and results-driven technology organization.


What we're looking for

  • Bachelor's Degree or Master's Degree in Information Technology, Computer Science, Information Systems, or a related discipline.
  • Minimum 15 years of IT leadership and management experience within a financial services institution in Singapore or Malaysia.
  • Proven track record in delivering technology solutions that effectively address complex business and operational requirements.
  • Broad and well-rounded technology leadership experience across application development, infrastructure management, cloud platforms, cybersecurity, and IT operations.
  • Strong technical expertise across infrastructure, applications, cloud technologies, cybersecurity, technology operations, and enterprise architecture.
  • In-depth knowledge of banking technology risk management frameworks and regulatory requirements.
  • Familiarity with MAS Technology Risk Management Guidelines (TRMG), MAS Notice 644, MAS Notice 655, and outsourcing governance frameworks.
  • Strong understanding of IT governance, information security, disaster recovery, business continuity, and operational resilience practices.
  • Experience leading large-scale technology transformation, platform implementation, and modernization initiatives.
  • Demonstrated experience managing technology vendors, contracts, and strategic partnerships.
  • Strong project management, stakeholder management, communication, and leadership skills.
  • Proven ability to build, lead, and develop large and diverse technology teams, including experience managing departments of more than 40 employees.
  • Strong strategic thinking, analytical, and decision-making capabilities with the ability to operate effectively in a highly regulated environment.
  • Ability to thrive in a fast-paced, multicultural, and dynamic banking environment.
