We are looking for a creative and experienced communications professional to help translate HTX’s organisational priorities, and science and technology mission into compelling narratives of any genre so as to actively engage employees.
The successful candidate will conceptualise and deliver integrated campaigns, content, employee engagement initiatives and events that strengthen understanding, pride, belonging, and participation across HTX. The role reports to the Deputy Director, Internal Communications & Engagement, and works closely with teams across Strategic Communications, HR, technical and operational groups, as well as external partners.
What You Will Be Working On
- Position HTX’s work in science and technology as critical to the Home Team’s mission of keeping Singapore safe and secure, and make this relevant and meaningful to employees.
- Conceptualise and execute original, audience-centred communications campaigns, content and engagement initiatives for employees, prospective hires, students and other relevant audiences.
- Turn broad or ambiguous briefs into compelling ideas, clear narratives and practical multi-channel plans with defined messages, deliverables, timelines and intended outcomes.
- Work with multi-functional teams to plan and deliver HTX townhalls, employee engagement activities, showcases, launches, recruitment programmes and outreach events.
- Develop programme narratives, audience journeys, engagement mechanics, speaker briefs, and pre-event and post-event communications to ensure that each activity supports a clear
communications objective.
- Coordinate the development and adaptation of content across email, intranet, enterprise social platforms, video, digital displays, live events and other relevant channels.
- Collaborate with colleagues in internal communications, employer branding, content, digital, social media and mainstream media to align efforts and deliver a coherent organisational narrative.
- Manage assigned projects, stakeholders, vendors, budgets, timelines, reviews and approvals, while identifying and escalating material risks where necessary.
- Monitor campaign, content, channel and event performance, gather feedback and recommend improvements to future communications and engagement efforts.
What We Are Looking For
- Strong ability to conceptualise. You must be able to identify the core communications challenge, generate a compelling organising idea, and develop it into a coherent narrative, campaign,
content series, engagement format or event experience.
- Strong strategic and creative thinking, with the judgement to connect communications ideas to organisational objectives, audience needs and desired outcomes.
- Relevant experience in internal communications or corporate communications, employee engagement, content, campaigns, events, employer branding or a related field.
- Demonstrated experience in developing and delivering integrated, multi-platform communications campaigns or engagement initiatives from concept through execution.
- Creative with a keen eye for visual design, audience experience and the overall quality of communications outputs.
- A recognised degree or equivalent professional qualification in communications, public relations, marketing, journalism, media, design or a related discipline. Final qualification and experience requirements will be aligned with HR’s appointment criteria.
- Resourceful, self-driven and comfortable taking ownership from concept to delivery.
- Curious and imaginative, with the confidence to propose original ideas and improve them through feedback.
- A collaborative team player who can work across functions and lead through influence.
- Organised and dependable, with the ability to initiate, structure and manage projects effectively.
- Comfortable working with ambiguity, changing priorities and a dynamic, fast-paced environment.
- Possesses sound judgement, attention to detail and sensitivity when handling leadership or organisational communications.
- Positive, resilient and committed to continuous learning.
- Strong stakeholder engagement and project management skills, with the ability to clarify briefs, manage expectations and coordinate multiple contributors, deadlines and approvals.

All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
