JOB SUMMARY

We are seeking a dedicated Technical Executive (Civil & Structural Engineering) to support our project management team. This role is responsible for overseeing site technical operations, facilitating authority submissions and plan approvals with Local Authorities (PBT), acting as the secretariat for Coordination Meetings (CCM), and monitoring consultant and contractor performance to ensure projects are delivered on time, within scope, and up to quality standards.

1. Authority Submissions & Regulatory Compliance

• Plan Approvals: Facilitate, track, and expedite submissions for infrastructure and building plans to Local Authorities (PBT) and relevant technical agencies until formal approvals are secured.

• Liaison & Coordination: Serve as the primary point of contact to build strong working relationships with government authorities, technical departments, internal/external stakeholders, consultants, and contractors.

2. Technical Oversight & Project Secretariat

• Technical Management: Review technical proposals, identify site challenges, and resolve infrastructure/building engineering issues during project execution and technical meetings.

• Secretariat for CCM: Act as the main secretariat for Client-Consultant / Coordination Meetings (CCM)—managing meeting schedules, drafting agendas, taking precise minutes, and actively tracking action items.

3. Site Monitoring & Project Support

• Performance Tracking: Monitor contractor and consultant progress against baseline schedules to maintain timeline, cost, and quality standards.

• Reporting & Quality Control: Assist in day-to-day project management, conduct site progress checks, perform quality control reviews, and prepare regular progress reports for management.

REQUIREMENTS

• Bachelor's Degree in Civil Engineering or a related field.

• Minimum 3 years of working experience in civil infrastructure, building construction, project management or related fields.

• Solid understanding of local authority submission workflows (PBT/OSC guidelines) and Civil & Structure standards.

• Proficient in AutoCAD, Microsoft Project, and Microsoft Office applications.

• High level of attention to detail and ability to manage multiple tasks effectively.

MOBILITY

Possess valid driving license/own transport and willingness to conduct site visits within Penang and other project locations as required.
