Job Summary
Lead end-to-end systems analysis and IT project delivery, collaborating with business units and managing full project lifecycles to develop and support robust application solutions aligned with operational needs.
Responsibilities
Lead systems analysis and design activities including requirements gathering, process modeling, and solution architecture for new and existing systems
Collaborate with business units to translate operational needs into detailed functional and technical specifications
Manage full project lifecycles from requirements gathering to deployment and post-implementation support
Oversee system integration efforts ensuring interoperability between internal systems and external government platforms such as Singpass, Corppass, and GovTech services
Manage and coordinate user acceptance testing (UAT) to ensure solutions meet business requirements and quality standards
Provide technical guidance and mentorship to project team members to enhance project delivery and team capability
Monitor system performance, identify improvement areas, and drive initiatives to enhance reliability, security, and scalability
Prepare and maintain comprehensive documentation including business requirements documents (BRDs), functional specifications, system design documents, and test plans
Manage relationships with external vendors and system integrators to ensure deliverables meet time, scope, and budget requirements
Stay current with emerging technologies and industry best practices, proactively applying them within the organizational context
Apply solid hands-on experience in application development using Java, JavaScript, Angular, SQL, and web and object-oriented programming frameworks
Utilize a good understanding of SDLC methodologies including waterfall, agile, and hybrid approaches
Required competencies and certifications
At least five years of relevant experience in systems analysis, IT project delivery, or a related field
Degree in Computer Science, Information Technology, Information Systems, or a related discipline from a recognised university
Preferred competencies and qualifications
Prior experience working with government digital services or familiarity with Singapore's whole-of-government IT frameworks
Possession of relevant professional certifications
