Job Summary
We are seeking an experienced Contracts Manager to oversee the contractual and commercial aspects of major construction and infrastructure projects in Singapore.
The successful candidate will be responsible for contract administration, tender support, cost management, variation orders, extension of time, contractual claims and final accounts, while working closely with clients, consultants, subcontractors and internal project teams.
Candidates with strong hands-on experience in precast concrete, MRT, LTA infrastructure, tunnel, bridge, viaduct or major civil engineering projects will be highly valued.
Key Responsibilities
- Review and evaluate tender documents, drawings, specifications and contract conditions.
- Prepare cost estimates and support tender submissions and commercial evaluations.
- Administer contracts throughout the project lifecycle.
- Manage and evaluate Variation Orders (VO) and contractual changes.
- Prepare and manage Extension of Time (EOT) submissions and supporting documentation.
- Prepare, assess and negotiate contractual and commercial claims.
- Prepare and monitor progress claims and payment applications.
- Review and certify subcontractor payment claims and payment certifications.
- Manage and monitor final accounts and contract close-out.
- Monitor project costs, budgets, cash flow and overall commercial performance.
- Identify contractual, commercial and financial risks and recommend appropriate mitigation measures.
- Liaise with clients, consultants, subcontractors, suppliers and internal project teams on contractual and commercial matters.
- Provide contractual and commercial advice to project teams and management.
- Maintain proper documentation and records relating to contracts, claims, variations, EOT and other commercial matters.
- Ensure contractual compliance and proper administration of project documentation.
- Support the resolution of contractual and commercial issues throughout project execution.
- Manage multiple projects and ensure key contractual and commercial milestones are achieved.
Key Requirements
- Degree in Quantity Surveying, Construction Management, Civil Engineering, Law or a related discipline.
- Minimum 5–8 years of relevant contract management experience within the construction or infrastructure industry.
- Strong hands-on experience independently managing Variation Orders (VO), Extension of Time (EOT), contractual claims, cost control and final accounts.
- Strong knowledge of contract administration, commercial management and construction contracts.
- Experience managing contractual and commercial matters throughout the project lifecycle.
- Strong experience working with clients, consultants, subcontractors and internal project teams.
- Able to work independently with minimal supervision and manage multiple projects effectively.
- Strong negotiation, analytical, commercial and problem-solving skills.
- Excellent communication and documentation skills.
