Reporting to the Deputy Director (Safety & Resilience), Planning, Risk & Safety Division, you will lead the administration and continual improvement of the Safety and Health Management System.
You will provide University-wide safety governance, assurance and advisory oversight as part of PRS’s second-line role, working with stakeholders to strengthen compliance, risk management and safety culture across the University.
The responsibilities of this role are:
Perform the duties of a Workplace Safety and Health Officer in accordance with the Workplace Safety and Health Act.
Serves as the Division’s subject-matter expert, providing professional advice and guidance on WSH matters.
Advise and support stakeholders to strengthen compliance with WSH legal requirements, and codes of practices, including communicating updates on new or changed regulatory requirements.
Independently review and provide recommendations on safety-related policies, frameworks and other documented information for the University.
Lead safety governance audits and inspections to assess compliance with WSH Act and University requirements and recommend improvement actions where necessary.
Lead investigations of high-impact incidents to identify root causes, lessons learnt and appropriate corrective actions.
Serve as Secretariat to the Health, Safety and Environment Committee, including independently planning and coordinating Committee meetings, preparing papers, and drafting minutes.
Prepare and present safety governance updates, findings and recommendations in Senior Management and Board level meetings.
Lead WSH capability-building initiatives to strengthen safety competencies and promote positive safety culture across the University.
Lead projects from conception to execution.
The ideal candidate will need to have the following qualities and experience:
MOM registered WSHO with at least 7 years of relevant experience in Workplace Safety and Health.
Experience in safety governance, audit or compliance assurance function, preferably in a large and complex organisation.
Experience in developing, implementing or reviewing safety management systems, frameworks, policies or governance programmes.
Demonstrated ability to influence stakeholders and drive safety improvements across multiple organisational units.
Strong proficiency in relevant WSH legislations, Singapore Standards, Codes of Practices and guidelines
Sound knowledge of ISO 45001: 2018.
Certified FSM preferred.
Excellent communication skills including the ability to speak, present and write clearly and effectively to senior management and Board-level audiences.
Strong analytical and problem solving skills, with the ability to interpret safety performance data, identifying emerging risks and recommend appropriate management actions.
Strong interpersonal skills including the ability to develop cooperative relationships with internal and external stakeholders.
Degree in Chemistry, Engineering, Occupational Health and Safety, or related fields.
Self-driven and strong team player.
