About the Company

Our client is a leading offshore marine services provider headquartered in Singapore, operating a fleet of liftboats and support vessels across Asia, the Middle East, and Africa. With a growing global network of affiliates, they deliver safe, reliable solutions for oil, gas, and renewable energy projects.


The Role

We are seeking a hands-on HR professional to lead and manage the full spectrum of HR functions including payroll as a sole contributor. This role requires a seasoned HR practitioner with strong EQ and IQ, capable of working independently and effectively across diverse cultures and geographies. You will be the primary HR liaison for overseas affiliates in Malaysia, Saudi Arabia, UAE, Nigeria, ensuring alignment of HR strategy with business growth.


Key Responsibilities

HR Strategy & Global Operations

  • Develop and implement HR strategies aligned with company goals and regional expansion.
  • Standardize HR policies across affiliates while adapting to local employment laws.
  • Lead workforce planning, headcount budgeting, and organizational structure design.
  • Ensure compliance with MOM and international employment regulations.

Talent Acquisition & Retention

  • Manage end-to-end recruitment for HQ and affiliates.
  • Collaborate with overseas manning agents and HR teams for regional sourcing.
  • Drive retention and engagement strategies to build a stable workforce.

International HR & Affiliate Collaboration

  • Act as the primary HR contact for overseas offices.
  • Align compensation, benefits, and performance systems across regions.
  • Coordinate cross-border payroll and conduct HR audits.
  • Build a unified, multicultural workplace culture.

Compliance, Employee Relations & Development

  • Maintain HR policies, handbooks, and audit-ready records.
  • Manage employee relations, grievances, and disciplinary actions.
  • Oversee training, certification tracking, and career development.
  • Administer compensation, benefits, insurance, and welfare programs.
  • Handle day-to-day office administration for HQ and subsidiaries.


Requirements

  • Bachelor’s Degree in Human Resources, Business, or related field.
  • 4–6 years of full-spectrum HR experience in SME environments, with at least 2 years in marine/offshore/shipping preferred (not mandatory).
  • Proven track record managing HR across multiple countries/regions preferred
  • Strong interpersonal and writing skills
  • Strong knowledge of Singapore Employment Act and MOM regulations.
  • Familiarity with work pass processes.
  • High emotional intelligence, strong interpersonal skills, and ability to work independently.
  • Comfortable collaborating across time zones and multicultural teams.


This role is ideal for a stable, experienced HR professional who thrives in SME environments, able to start within short notice is an added advantage.

Location: Singapore (West; relocating to North-East by year end)
