Job Description

Responsibilities

You will be an essential part of the Population Health Transformation Division's (PHTD) Operations Planning & Implementation leadership team.

You will lead the Operations Performance team by providing strategic leadership & oversight in Operational Performance Management, Data Analytics, Reporting, Process Optimisation & Fund Governance to enable effective implementation across Healthier SG, National Schemes & Primary Care Transformation.


Key Roles & Responsibilities:

1. Operational Performance Management

  • Provide strategic leadership & oversight in conceptualising, coordinating & optimizing the operational performance of Healthier SG, National Schemes & Primary Care Transformation, supporting seamless implementation of new policies, information, & systems.
  • Track, gate-keep & review the progress of Healthier SG & Primary Care’s operational milestones/targets, key trends & provide regular operational reports/updates to MOH & AIC Senior Management.
  • Lead in engagement and collaboration efforts with internal & external stakeholders for policy consultations, operational performance reviews, & optimisation of Standard Operating Procedures (SOPs) for operational readiness & to improve outcomes.
  • Anticipate emerging population health trends, implementation risks & operational issues to support proactive contingency planning & intervention.

2. Data Analytics, Insights & Sense-making

  • Lead the team to collaborate with PHTD’s branches & PHD to sharpen problem framing & data use-cases, as well as to identify & establish cardinal mission parameters for operational sensemaking & deep-dive analyses, to inform/sharpen HHQ's policy & drive evidence-based decision making.
  • Collaborate with the other departments to translate complex data into actionable insights, to support policy refinement & operational process optimisation.
  • Review & analyse reports drafted by other departments to assess the impact & make recommendations on the way forward.
  • Function as PHTD’s primary interface to CSID-ODT for all data requests, dashboard developments & ensure data accuracy for all responses to stakeholders.
  • Function as PHTD’s primary interface to CSID-Ops Hub for all HSG-related queries from PQs, QSM & stakeholders.

3. Strengthen Programme Performance, Fund Governance, Administration & Operational Oversight

  • Lead in executing robust fund governance & administration processes, trend analysis & insights, identification of gaps & optimisation opportunities to ensure continuous strengthening of the programme performance y-o-y.
  • Responsible for Primary Care Network 2.0 Audit scope, budget, reporting & submissions to PCC.

Job Requirements
  • At least 8–12 years of related work experiences in strategic planning, consultancy, data analytics, population health operations, or policy implementation, with at least 5 years in supervisory role.
  • Demonstrate expertise in operational performance management & process optimization.
  • Possess strong analytical, critical thinking & problem-solving skills, & the ability to manage multiple priorities.
  • Ability to take perspective, & think two levels up (higher-order) & two-levels down (lower-order) in a given situation.
  • Ability to create and maintain collaborative work relationship with internal and external stakeholders.
  • Excellent written & verbal communication skills with good attention to details.
