Job Description

Responsibilities

Project Documentation & BOQ Coordinator – Telecom / Utility Infrastructure

We are looking for an experienced Project Documentation & BOQ Coordinator with a strong background in telecommunications / fibre infrastructure.

This role combines technical documentation, AutoCAD drafting, BOQ preparation, costing, technical proposals, project coordination, claims and invoicing.

The successful candidate must be able to understand a technical scope and convert it into drawings, quantities, pricing, BOQ and proper client submissions.

Key Responsibilities

  • Prepare and manage project technical documentation and client submissions.
  • Study client specifications, drawings, scope of works and project requirements.
  • Prepare Bill of Quantities (BOQ) and quantity take-offs.
  • Convert technical requirements and proposals into quantities, costing, rates and selling prices.
  • Prepare quotations, cost breakdowns and commercial submissions.
  • Prepare technical proposals, supporting documents and project presentations where required.
  • Prepare and revise AutoCAD drawings, route drawings, layouts and as-built drawings.
  • Understand fibre optic / telecommunications infrastructure including OSP, underground ducting, chambers, HDD and associated civil works.
  • Coordinate with Project Managers, Site Supervisors, subcontractors and internal departments.
  • Track project progress, completed quantities and outstanding works.
  • Verify site measurements and completed quantities against BOQ.
  • Prepare progress claims, variation claims and final claims.
  • Compile supporting documentation for claims including drawings, photographs, measurements and completion records.
  • Coordinate preparation and tracking of client invoices and progressive billing.
  • Monitor PO value, claimed value, certified value, invoiced value and remaining balance.
  • Identify completed but unbilled works and ensure claims are submitted promptly.
  • Review subcontractor quotations and claims against actual work completed.
  • Maintain proper project records including PO, BOQ, drawings, quotations, claims, invoices and correspondence.
  • Follow up client approvals, submissions, outstanding documentation and project close-out.
  • Prepare regular project status and outstanding-action reports for management.

Requirements

  • Diploma or Degree in Telecommunications, Electrical Engineering, Civil Engineering, Quantity Surveying or related technical field preferred.
  • Minimum 2–5 years of relevant experience in telecommunications / fibre / utility infrastructure projects.
  • Strong knowledge of BOQ preparation, quantity take-off and estimation.
  • Able to prepare technical proposals and convert technical scope into pricing.
  • Working knowledge of AutoCAD is required.
  • Able to read and interpret engineering drawings and specifications.
  • Familiar with project claims, progressive claims, invoicing and supporting documentation.
  • Strong Microsoft Excel skills for BOQ, costing and project tracking.
  • Good project coordination and documentation skills.
  • Able to communicate effectively with site teams, subcontractors and clients.
  • Able to manage multiple projects and submissions simultaneously.
  • Willing to visit project sites when required.

Preferred Experience

Candidates with previous experience working on projects involving:

Telecommunications / Fibre OSP / Underground Fibre / Utility Infrastructure / HDD / Civil Works

will have a strong advantage.

We are particularly looking for someone capable of handling the full workflow:

Technical Requirement → AutoCAD / Drawing → Technical Proposal → BOQ → Costing & Pricing → Project Coordination → Measurement → Claim → Invoice → Project Close-Out

For Indeed, I would keep the title as “Project Documentation & BOQ Coordinator – Telecom”. That is broad enough to get candidates, but the description will filter for the technical-commercial capability you actually need.

Pay: RM2,800.00 - RM3,500.00 per month

Application Question(s):

  • Do you have experience preparing BOQ and quantity take-off for telecommunications or utility infrastructure projects?”
  • “Are you able to use AutoCAD to prepare, revise and update technical / as-built drawings?”
  • “Have you prepared technical proposals or quotations and converted technical scope/drawings into quantities, costing and pricing?”
  • Do you have experience preparing progress claims and supporting documentation based on BOQ and completed quantities?
  • “Are you familiar with project invoicing, PO values, progressive billing and tracking claimed/invoiced balances?
  • What is your expected monthly salary?
  • What is your notice period / earliest available start date?

Experience:

  • Fiber Knowledge : 3 years (Required)
