Responsibilities
Our client is a well-established, purpose-driven organisation with a strong presence in Singapore. They are seeking an experienced HR generalist to manage the full spectrum of HR operations, with particular ownership of payroll, statutory compliance and employee lifecycle matters.
Key Responsibilities
Manage the end-to-end employee lifecycle, including recruitment, onboarding, employee movements and offboarding
Partner with business leaders on manpower planning and recruitment requirements
Lead recruitment activities, including candidate screening, interviewing and selection
Advise managers and employees on HR policies, employment practices and employee-related matters
Support performance management exercises, including goal-setting and performance reviews
Oversee monthly payroll processing in partnership with the outsourced payroll provider
Verify payroll information and ensure accurate and timely salary payments and CPF submissions
Administer employee benefits, insurance, leave and statutory contributions
Process IR8A, IR21, WICA, maternity and paternity leave claims, as well as other government-paid leave claims
Prepare payroll reports, expenditure analysis, manpower budgets and forecasts
Coordinate MOM surveys, statutory reporting and audit requirements
Support the coordination of learning and development programmes, training records and attendance
Administer training registrations, Skills Development Fund and absentee payroll claims
Maintain accurate employee records and identify opportunities to improve HR processes and operational effectiveness
Requirements
Bachelor’s degree in Human Resource Management or a related discipline
At least 8 years of HR generalist or HR operations experience
Minimum 2–3 years of hands-on Singapore payroll management experience
Strong understanding of Singapore employment legislation, CPF and statutory requirements
Experience overseeing an outsourced payroll provider will be advantageous
Prior exposure to learning and development administration is an added advantage
IHRP certification is preferred but not mandatory
Proficient in HRIS platforms and Microsoft Office
Detail-oriented, dependable and capable of handling confidential employee information
Strong stakeholder-management and interpersonal skills
Comfortable operating in a hands-on role covering both operational and advisory responsibilities
