About the Role

China Mobile International (CMI) is seeking a strategic and analytical APAC Resource & Network Planning Manager based in Singapore. In this pivotal role, you will act as the core bridge between regional commercial demands and our HQ Network Planning teams, driving network resource strategy, capacity forecasting, and infrastructure investment decisions across the APAC region.

Key Responsibilities

• Regional Capacity & Resource Planning: Build and maintain comprehensive APAC network resource plans based on actual utilization, sales pipelines, and forecast demand to proactively eliminate constraints.
• Investment & Business Case Evaluation: Assess CAPEX/OPEX, revenue potential, and ROI for new PoPs, backbone capacity, and transmission resources, driving internal approvals and post-investment reviews.
• Subsea & Terrestrial Network Strategy: Shape APAC strategies for submarine cable systems, capacity acquisitions, and terrestrial resources—evaluating route diversity, long-term requirements, and make-versus-buy (IRU vs. lease vs. build) decisions.
• HQ Network Planning Interface: Serve as the primary commercial conduit to HQ, consolidating regional requirements, translating commercial pipelines into clear technical specs, and tracking deployment timelines.
• Commercial & Major Project Support: Partner closely with Pricing, Sales, and Major Project teams to evaluate large-scale customer requirements, providing critical cost assumptions and network readiness inputs.
• Resilience & Optimization: Maintain visibility over major cable RFS, upgrades, and constraints while collaborating with Engineering to enhance route diversity and infrastructure readiness.

Ideal Profile & Requirements

• Experience: 5 to 10 years of professional experience in telecom network planning, international transmission, submarine cable systems, IP/backbone, or carrier network environments.
• Technical Acumen: Deep working knowledge of subsea systems, terrestrial backbones, PoPs, and capacity planning principles.
• Commercial Mindset: Proven ability to translate complex technical requirements into solid commercial business cases and financial investment decisions.
• Bilingual Advantage: Proficiency in both English and Mandarin (spoken and written) is strongly preferred to facilitate smooth cross-border collaboration and alignment with Mandarin-speaking HQ stakeholders, partners, and regional teams.
• Key Interfaces: Collaborative team player comfortable interfacing with HQ Network Planning, APAC Commercial/Pricing, Country Sales, Product, Engineering/Operations, Procurement, Finance, and external cable partners.
