Job Description

Responsibilities

We are looking for an experienced Manager, Organizational Development to lead and strengthen our OD function across our manufacturing operations.

Based in Mak Mandin, Penang, this role will lead the development and implementation of workforce, talent, learning and organizational development initiatives, while supporting our operations in Mak Mandin, Alor Gajah and Seremban.


Key Responsibilities
  • Develop and drive the Organizational Development roadmap in line with business and future workforce requirements.
  • Lead workforce planning, talent mapping, succession planning, competency development and internal mobility initiatives.
  • Review organization structures, roles, reporting lines and capability gaps to improve organizational effectiveness.
  • Lead recruitment strategy and provide direction on sourcing, selection, employer branding, onboarding and recruitment performance.
  • Lead the annual Training Needs Analysis, training plan and training budget.
  • Oversee learning and capability development, DOJO readiness, competency qualification and training effectiveness.
  • Govern HRD Corp grants, claims, training expenditure and supporting documentation.
  • Lead employee engagement and pulse survey activities, including action planning and follow up.
  • Support organizational restructuring, transformation, digitalisation and change management initiatives.
  • Maintain OD dashboards and management reporting covering manpower, recruitment, training, competency, succession and engagement.
  • Lead and develop the OD team while ensuring consistent standards and support across all three plants.
  • Manage the OD budget, external service providers and relevant governance and compliance requirements.
Requirements
  • Bachelor's Degree in Human Resource Management, Business Administration, Organizational Development, Psychology or a related field.
  • Master's Degree or relevant professional certification will be an added advantage.
  • Minimum 8 years of relevant experience in Organizational Development, Human Resources, Talent Management, Learning & Development or related areas.
  • At least 3 to 5 years of managerial or people leadership experience.
  • Practical experience in workforce planning, recruitment, learning and capability development, succession planning, employee engagement and change management.
  • Experience supporting multi site or manufacturing operations is strongly preferred.
What We're Looking For

You should have strong knowledge of OD, organization design, workforce planning, succession and talent management, together with a solid understanding of recruitment, learning and development, competency management and HRD Corp processes.

Strong analytical, facilitation, presentation, coaching and stakeholder management skills are important, together with the ability to manage projects, budgets and priorities across multiple locations. Experience with HRIS, dashboards and digital learning or OD tools will also be valuable.
