Job Summary
Manage comprehensive HR administration and daily HR operations to support business functions. Oversee payroll processing, work pass administration, employee onboarding/offboarding, and compliance with Singapore employment regulations.
Responsibilities
- Process monthly payroll including attendance, overtime, allowances, deductions, and leave records to ensure accurate employee compensation
- Administer work pass applications, renewals, cancellations, and related documentation to maintain legal workforce compliance
- Track work pass expiry dates and worker quotas to support workforce planning and regulatory adherence
- Coordinate employee onboarding and offboarding by preparing employment documents and managing final salary settlements
- Maintain and update employee records and HR databases to ensure data accuracy and accessibility
- Manage IR21 and employee tax-related administrative tasks to comply with tax regulations
- Organize workers’ accommodation and dormitory arrangements to support employee welfare
- Handle CoreTrade registration, renewal, and construction worker training/certification to meet industry standards
- Draft employment contracts, letters, memos, and other HR documents to support HR operations
- Liaise with Ministry of Manpower (MOM), Building and Construction Authority (BCA), dormitory operators, training centres, and other external parties to facilitate HR processes
- Assist with recruitment activities including interview scheduling and new employee onboarding to support talent acquisition
- Ensure HR practices and documentation comply with Singapore employment laws and company policies to mitigate risks
- Perform general HR and administrative duties as assigned to support organizational needs
Preferred competencies and qualifications
- Diploma or Degree in Human Resources, Business Administration, or related discipline
- 3-4 years of relevant HR experience in Singapore
- Experience in the construction or engineering industry
- Familiarity with Singapore Employment Act, MOM regulations, and foreign worker administration
- Experience handling Work Permit and S Pass matters and payroll processing
- Proficiency in Microsoft Office, especially Microsoft Excel
- Ability to work independently and manage multiple HR administrative tasks concurrently
- Strong communication and interpersonal skills
