JOB DESCRIPTION – SUBSTATION SITE INSPECTOR – ELECTRICAL (DATA CENTRE)

Job Summary
The Substation Site Inspector – Electrical is responsible for supervising, inspecting, and auditing the installation, testing, and commissioning of high-voltage (HV) and medium-voltage (MV) electrical infrastructure for hyper-scale data centre projects. The role ensures that all substation works comply with approved designs, strict project quality plans, international reliability standards (e.g., Uptime Institute Tier III/IV), and local regulatory requirements. The inspector plays a critical role in minimizing installation defects that could impact the future operational uptime of the data centre.
Key Responsibilities
1. Site Inspection & Quality Control
· Daily Inspections: Conduct physical checks of all electrical installations, including power transformers, Gas-Insulated Switchgear (GIS), Air-Insulated Switchgear (AIS), earthing grids, lightning protection, and cabling.
· Compliance Verification: Verify that all equipment, materials, and workmanship comply with approved Issued-for-Construction (IFC) drawings, Method Statements, and Quality Control Plans (QCP).
· Asset Preservation: Monitor the storage, preservation, and handling of sensitive electrical equipment on-site to prevent environmental degradation prior to final installation.
· Defect Management: Issue Non-Conformance Reports (NCR) for defective materials or substandard installation practices, tracking corrective actions through to closure.
2. Testing & Commissioning Witnessing
· Witness SAT: Witness and verify all Site Acceptance Tests (SAT) and pre-commissioning tests, including insulation resistance (Megger), transformer winding resistance, turns ratio, Hi-Pot tests, CT/VT verification, and SF6 gas quality checks.
· Data Validation: Review, validate, and sign off on contractor test sheets, ensuring all results fall strictly within acceptable engineering tolerances.
· Tool Calibration: Ensure all engineering test instruments used by contractors are validly calibrated and certified by accredited laboratories.
3. Coordination & Interface Management
· Civil & Structural Liaison: Coordinate closely with C&S teams to verify that foundations, plinths, cable trenches, and containment pathways are ready for physical equipment positioning.
· MEP & PMS Integration: Collaborate with Mechanical, Electrical, and Plumbing teams regarding physical interfaces with building systems, backup generators, and Power Management Systems (PMS).
· Utility Coordination: Assist in the technical interface and site compliance handovers required by local utility representatives.
4. Documentation & Reporting
· Logs & Records: Maintain accurate daily and weekly site inspection logs, complete with progress photographs and quality verification records.
· As-Built Review: Review and verify "As-Built" drawings submitted by the contractor against the actual site installation layout.
· Handover Dossier: Compile, organize, and archive quality checklists and testing records required for final mechanical completion documentation.
5. Health, Safety, and Environment (HSE)
· HV Protocols: Enforce strict compliance with high-voltage electrical safety protocols, lock-out/tag-out (LOTO) procedures, and permit-to-work (PTW) systems.
· Hazard Mitigation: Identify and immediately report any unsafe site conditions, electrical hazards, or unauthorized live testing activities.
Core Competencies & Requirements
1. Education & Professional Credentials
· Academic Degree: Diploma or Bachelor’s Degree in Electrical Engineering from a recognized institution.
· BEM Registration: Registered with the Board of Engineers Malaysia (BEM) as an Engineering Technician or Graduate Engineer is highly preferred.
· Safety Passes: Valid CIDB Green Card and NIOSH Safety Passport are mandatory requirements.
2. Work Experience
· Industry Tenure: Minimum of 3 to 5+ years of direct site inspection or QA/QC experience in medium-voltage (MV) to high-voltage (HV) substation projects.
· GIS Specialization: Specific experience with Gas-Insulated Switchgear (GIS) installation and testing procedures is highly desirable.
· Critical Facilities: Prior experience working on fast-track infrastructure projects, critical infrastructure, or hyper-scale data centres is an advantage.
3. Technical Knowledge
· Drawing Literacy: Strong proficiency in reading and interpreting Single-Line Diagrams (SLD), schematic drawings, cable schedules, and termination layouts.
· Code Compliance: Solid understanding of international codes (IEC, IEEE) and local electrical utility guidelines.
· Redundancy Design: Familiarity with data centre reliability philosophies, including redundancy configurations and segregated cable pathways.
4. Soft Skills
· Objective Enforcement: Sharp eye for detail with a firm, objective approach to enforcing quality and safety compliance on-site.
· Bilingual Communication: Strong communication and technical report-writing skills in English and Bahasa Malaysia.
· Fast-Track Coordination: Ability to work effectively under tight project timelines and collaborate with multi-disciplinary contracting teams.

Pay: Up to RM8,000.00 per month
