Position Summary
We are seeking a highly skilled and experienced Cost Controller to join our EPC project team for a major FPSO project. The Cost Controller will be responsible for the establishment, management, and reporting of all project cost control functions. This role is critical for monitoring project financial performance against budgets, forecasting final costs, analyzing variances, and providing accurate and timely financial data to support project management decision-making. The ideal candidate will have a strong background in the offshore oil and gas industry, specifically with EPCI contracts.
Key Responsibilities
1. Project Budgeting & Baseline Establishment
- Develop and maintain the project budget and cost control plans in alignment with the project execution strategy .
- Establish a Work Breakdown Structure (WBS) and Cost Breakdown Structure (CBS) to ensure accurate tracking of costs across all project disciplines (engineering, procurement, fabrication, installation).
- Coordinate with estimating teams to translate cost estimates into control budgets and pricing templates .
2. Cost Monitoring, Forecasting, & Reporting
- Continuously monitor actual project costs against the budget, identifying and analyzing variances to forecast trends and expenditure .
- Prepare and issue regular cost reports, variance analyses, and cash flow forecasts for internal and external stakeholders, presenting clear insights into project health .
- Manage the Estimate at Completion (EAC) and Estimate to Complete (ETC) processes, ensuring accurate re-forecasting .
- Gather project man-hour data and equivalent manpower histograms, reporting actuals against planned and forecasted values .
3. Change Management & Variation Order Control
- Support the change management process by analyzing the cost impact of changes, variations, trends, and claims, ensuring they are accurately reported in the project cost report .
- Work closely with project engineers and discipline leads to evaluate the financial implications of technical changes and site variations .
4. Vendor & Subcontractor Cost Management
- Review cost reports, invoices, and progress claims from subcontractors and vendors, updating and reporting their impact on project budgets and forecasts .
- Collaborate with the Procurement/Supply Chain department to track purchasing commitments, budgets, and cost changes on major equipment packages (e.g., turret mooring systems, topsides modules) .
- Support the finance department to ensure all costs and expenditures are appropriately coded and reported .
5. Risk & Commercial Support
- Work with the Risk Manager to understand risk threats and opportunities and validate the build-up of project contingencies .
- Assist in the development of Cost-Time Resource (CTR) reports for bids, proposals, and project execution.
- Ensure full compliance with project cost standards, internal policies, and international regulatory requirements .
