Responsibilities

Role Overview

The HR Business Partner, Singapore is a strategic and operational HR partner supporting approximately 100 employees across the Singapore entity. This role serves as the primary HR point of contact for Singapore employees and managers and works closely with the Regional HR Manager and Group HR team to ensure consistent HR practices across the Group while adapting them to Singapore employment regulations and business requirements.


What We Are Looking For

We are looking for someone who combines strong HR judgement with a hands-on mindset. The successful candidate will be expected to understand the details, manage the processes personally and provide the Regional HR Manager and Singapore leadership with clear and reliable advice on Singapore HR and work pass matters. The ideal candidate is comfortable switching between strategic business partnering, employee relations, work pass applications, compliance matters and day-to-day HR operations, and takes ownership of issues through to resolution.


Key Responsibilities

Singapore Work Pass & Foreign Manpower Management

  • Own the end-to-end administration of Singapore employment passes, including Employment Pass, S Pass, Work Permit and other applicable work authorizations.
  • Monitor foreign manpower quota, levy requirements and workforce composition, and proactively advise the Regional HR Manager on hiring feasibility and constraints.
  • Keep abreast of changes to MOM regulations, work pass qualifying criteria and foreign manpower policies, and translate regulatory changes into practical recommendations for the business.


HR Business Partnering

  • Serve as the primary HR advisor for Singapore business leaders and managers, providing guidance on people matters, workforce management and employee issues.
  • Partner with department heads on Singapore workforce and headcount planning, contributing inputs to the Group manpower plan.
  • Provide Singapore market-level HR insights and people data interpretation, including attrition trends, engagement signals, headcount movements and workforce risks.
  • Coach managers on employee management matters and help ensure decisions are fair, consistent and aligned with Company policy and Singapore employment requirements.
  • Work closely with the Regional HR Manager on regional HR initiatives and provide Singapore-specific recommendations where local requirements differ.


Employee Relations

  • Handle Singapore employee relations matters including grievances, conflict mediation, performance concerns, attendance issues and sensitive employee cases with objectivity and sound judgment.
  • Advise managers on disciplinary processes, investigations, misconduct cases and appropriate documentation.
  • Manage employee exits including resignations, terminations and other separation matters, ensuring appropriate process and documentation.
  • Provide guidance on employee relations matters in accordance with Singapore employment legislation, MOM requirements and applicable Company policies.
  • Identify potential employee relations risks early and recommend appropriate actions to the Regional HR Manager.


Performance Management

  • Coordinate the Singapore performance review cycle, including timelines, communications, documentation and completion tracking.
  • Support KPI and goal setting and guide managers in developing meaningful and measurable employee objectives.
  • Facilitate talent and performance calibration discussions with Singapore business leaders.
  • Support managers in addressing underperformance and manage Performance Improvement Plans (PIPs), including documentation and progress monitoring.
  • Partner with managers on succession planning, talent identification and employee development.


Employee Experience & Engagement

  • Own Singapore employee engagement initiatives and support the execution of Group engagement surveys.
  • Analyze employee feedback and engagement results and work with business leaders to develop practical action plans.
  • Conduct regular pulse checks and employee conversations to identify engagement concerns and potential retention risks.
  • Plan and coordinate Singapore employee engagement activities and events.
  • Monitor Singapore attrition trends and recommend proactive retention actions.
  • Drive new hire integration through structured onboarding, probation check-ins and manager alignment.


HR Operations, Policies & Compliance

  • Own the implementation and communication of Singapore-specific HR policies, adapting Group policies where local requirements differ.
  • Support payroll administration by ensuring employee changes and payroll inputs are accurate and submitted within required timelines.
  • Maintain accurate employee records within the HRIS and ensure HR documentation is properly maintained.
  • Support administration relating to statutory requirements such as CPF and other applicable employment-related obligations.
  • Monitor regulatory developments affecting employment in Singapore and proactively advise the Regional HR Manager of changes, risks and required actions.


Learning & Development

  • Identify Singapore training and capability needs through business conversations, performance data and skills-gap analysis.
  • Contribute Singapore-specific requirements to the Group L&D roadmap.
  • Coordinate local training initiatives and statutory or compliance-related training where required.
  • Support managers in identifying development opportunities for employees.


Requirements

Must Have

  • 4–7 years of HR generalist or HR Business Partner experience, with hands-on HR experience in Singapore.
  • Strong working knowledge of Singapore employment legislation, MOM requirements and employment practices.
  • Strong hands-on experience managing Singapore work pass applications, particularly Employment Pass, S Pass and Work Permit applications, renewals and cancellations.
  • Good understanding of foreign manpower requirements, work pass eligibility considerations, quotas and related compliance requirements.
  • Comfortable working in a lean HR setup and personally handling both strategic HR matters and operational execution.
  • Strong attention to detail, particularly when handling regulatory submissions, employee documentation and sensitive HR matters.


Good to Have

  • Experience operating as the primary or sole HR representative for a Singapore workforce.
  • Experience in a regional or multi-country HR structure.
  • Background in telecommunications, technology, managed services or a similar fast-paced industry.
