The Role

This is an opportunity for an experienced Strategic Sourcing Specialist to manage complex procurement and strategic sourcing activities within a major higher education institution in Malaysia.

You will take ownership of sourcing initiatives from planning through to contract award and implementation, with particular responsibility for IT contract renewals, competitive tenders and high-value procurement projects. Working closely with senior stakeholders across faculties and professional services, you will provide commercial and procurement expertise while ensuring sourcing activities are delivered in line with University procurement frameworks and agreed timelines.

The role requires someone who can combine strong commercial judgement with structured procurement capability - confidently running tenders, facilitating evaluation panels, negotiating with suppliers and influencing stakeholders to achieve value-for-money outcomes.

Key Responsibilities:

• Manage IT contract renewals in accordance with University procurement policies, governance requirements and established processes.
• Lead end-to-end strategic sourcing and competitive procurement activities, including sourcing strategy, market engagement, tender management, evaluation, negotiation, contract award and implementation.
• Deliver complex and high-value tenders and sourcing projects within agreed timeframes and budgets, ensuring procurement outcomes support broader strategic and commercial objectives.
• Build strong partnerships with internal stakeholders across faculties and divisions, providing expert procurement advice and influencing support for sourcing strategies and procurement objectives.
• Manage relationships and negotiations with external suppliers and service providers, supporting effective contract outcomes, commercial value and ongoing supplier performance.
• Establish and facilitate tender and evaluation panels, ensuring procurement decisions are structured, transparent and aligned with relevant governance requirements.

Skills & Experience Required:

• Demonstrated experience in strategic sourcing and procurement, with a successful track record managing large, complex or organisation-wide procurement activities through the full sourcing lifecycle.
• Strong experience across competitive tendering, sourcing, contract management and stakeholder management, ideally gained within a commercial, corporate or similarly complex organisational environment.
• Proven ability to manage procurement initiatives through implementation and change, with strong planning and organisational capability across competing priorities and deadlines.
• Highly developed relationship management, influencing and negotiation skills, with the confidence to engage senior internal stakeholders, evaluation panels, suppliers and external service providers.
• Strong analytical, evaluation and research capability, with demonstrated ability to quickly understand new categories or commercial requirements and identify innovative solutions, efficiencies and cost-saving opportunities.
• Excellent written and verbal communication skills, including the ability to develop clear procurement documentation, communicate effectively with different audiences and deliver engaging stakeholder presentations.
