Responsibilities

Role Overview

We are looking for an experienced Front-End / Web CMS Developer to support the design, development, migration, and optimisation of Singapore Government digital websites.

The successful candidate will have strong hands-on experience with WebSG / GoWhere CMS or similar Singapore Government digital platforms, together with a solid understanding of web accessibility, front-end performance, SEO, and government digital integrations.


This role requires someone who can work effectively within a structured government digital environment, translate designs into high-quality CMS builds, and ensure websites meet accessibility, performance, security, and technical standards.


Key Responsibilities

  • Build, configure, and maintain websites using WebSG / GoWhere CMS or comparable government SaaS/static platforms.
  • Translate Figma designs and approved UI specifications into responsive CMS pages and reusable components.
  • Work within CMS template, component, layout, and platform limitations while maintaining design fidelity.
  • Implement and maintain WCAG 2.1/2.2 AA accessibility requirements at the HTML/DOM level.
  • Optimise website performance to achieve 90+ Google Lighthouse scores across Performance, Accessibility, Best Practices, and SEO.
  • Implement technical SEO requirements, including:
  • Canonical URLs
  • Page titles and meta descriptions
  • Open Graph metadata
  • Structured metadata
  • Search-friendly URL structures
  • Implement image optimisation and front-end asset compression.
  • Integrate and configure government analytics and feedback tools, including WOGAA JavaScript snippets and Sentiments widgets.
  • Support DNS, domain, SSL/TLS, and related government digital platform configurations.
  • Troubleshoot accessibility, performance, browser compatibility, and CMS implementation issues.
  • Conduct technical testing and resolve defects identified during QA and UAT.
  • Collaborate closely with designers, content strategists, QA specialists, project managers, and government stakeholders.
  • Participate in rapid sprint cycles and deliver technical changes within agreed timelines.


Core Technical Competencies


WebSG / GoWhere / Government CMS Platforms

  • Proven experience building and structuring websites using WebSG / GoWhere CMS or similar Singapore Government platforms.
  • Familiarity with platforms such as Isomer, Jamstack, WebSG Builder, or comparable static/SaaS CMS environments.
  • Understanding of CMS template and component limitations.
  • Understanding of government information classification and publishing boundaries, including Official Closed and Sensitive Normal environments.


Web Accessibility — WCAG 2.1/2.2 AA

Hands-on experience implementing accessibility requirements, including:

  • Semantic HTML and heading hierarchy.
  • ARIA attributes and roles.
  • Meaningful image alt attributes.
  • Keyboard navigation and visible focus indicators.
  • Focus management and focus trapping where appropriate.
  • Screen-reader-compatible markup.
  • Accessible forms, links, buttons, tables, and interactive components.

Experience using accessibility testing tools such as:

  • Oobee Accessibility Suite (formerly Purple A11y)
  • WOGAA Inspect
  • Axe Core


Performance & SEO Engineering

  • Demonstrated ability to achieve 90–100 Google Lighthouse scores across the four major categories.
  • Strong understanding of Core Web Vitals, including:
  • LCP
  • CLS
  • INP
  • Experience optimising front-end assets, JavaScript, CSS, fonts, and images.
  • Experience implementing canonical URLs, Open Graph tags, structured metadata, page metadata, and SEO-friendly URLs.


Government System Integrations

  • Experience implementing WOGAA JS snippets at template or layout level.
  • Familiarity with configuring the WOGAA Sentiments widget.
  • Understanding of Singapore Government domain and DNS configurations, including .gov.sg subdomains.
  • Familiarity with SSL/TLS configuration and relevant government technology workflows such as TechPass / WOGAD.


Minimum Requirements

  • 3+ years of experience in front-end development, web development, or CMS implementation.
  • Hands-on experience with modern HTML, CSS, JavaScript, and responsive web development.
  • Working knowledge of WCAG 2.1/2.2 AA.
  • Demonstrated experience achieving 90+ Lighthouse scores.
  • Experience working with CMS platforms and structured web publishing environments.
  • Strong attention to detail and ability to troubleshoot technical issues independently.
  • Experience working within Agile or sprint-based delivery environments.


Preferred Qualifications

  • Direct experience developing or maintaining Singapore Government .gov.sg websites.
  • Experience with WebSG / GoWhere, Isomer, or other Singapore Government digital platforms.
  • Experience conducting Oobee or WOGAA accessibility audits.
  • Strong knowledge of Core Web Vitals and performance optimisation within SaaS CMS platforms.
  • Experience with WOGAA analytics and Sentiments integrations.
  • Experience working on public-sector, healthcare, financial services, or other highly regulated digital platforms.
