Purpose
Manage and lead the project procurement and logistics function for a complex FPSO Project, ensuring effective sourcing, package delivery, vendor performance, logistics coordination, governance compliance, and timely material delivery in support of project execution objectives and long-term offshore business ambitions.
Key Responsibilities
- Ensure safety, specification, quality, cost, and schedule requirements are maintained throughout the project life cycle.
- Lead and manage the project procurement and logistics team for the FPSO Project, ensuring resources, priorities, and deliverables are aligned with project schedule, cost, quality, safety, and contractual requirements.
- Develop, implement, and maintain project-specific procurement and logistics plans in line with MISC governance, FPSO Project execution strategy, client requirements, and joint venture or partner requirements.
- Manage procurement planning, package prioritisation, long lead item tracking, vendor engagement, expediting, and logistics coordination to support engineering, fabrication, integration, commissioning, and start-up milestones.
- Oversee vendor prequalification, tendering, bid evaluation, negotiation support, award recommendation, purchase order management, and post-award vendor performance monitoring.
- Coordinate procurement and logistics interfaces across Engineering, Project Controls, Construction, Commissioning, Marine, Finance, Legal, Contracts, Quality, EPC contractors, vendors, freight forwarders, and fabrication yards.
- Ensure applicable legal, commercial, governance, ethical procurement, local content, customs/import, and host-country regulatory requirements are incorporated into procurement and logistics activities.
- Review and maintain procurement and logistics risk assessments, including vendor performance, delivery, customs, freight, cost, and schedule risks.
- Monitor and report procurement progress, critical package status, logistics constraints, and supply chain risks to support management decision-making.
- Ensure completion of procurement and logistics deliverables in line with project schedule, cost, quality, contract, and documentation requirements.
- Support change management, claims avoidance, commercial close-out, vendor documentation completion, and lessons learned for procurement and logistics scope.
