Program Manager (Program Tech Lead)

Location: RHB Bangi, Malaysia

About the Role

We are looking for an experienced and highly driven Program Manager (Program Tech Lead) to lead large-scale cybersecurity transformation and strategic technology initiatives for a leading financial services organization.

The successful candidate will be responsible for end-to-end program delivery, program governance, stakeholder management, and coordination of multiple projects and Project Managers. You will work closely with senior technology, cybersecurity, business, and executive stakeholders to ensure successful delivery of strategic programs.

Key Responsibilities

• Lead the planning, execution, governance, and successful delivery of enterprise-wide technology and cybersecurity programs.
• Drive strategic initiatives in collaboration with the CISO, senior leadership, technology teams, and business stakeholders.
• Manage and mentor multiple Project Managers across interconnected projects and workstreams.
• Establish program governance frameworks, steering committees, reporting structures, and performance metrics.
• Prepare and present executive-level program updates, risk assessments, and strategic recommendations.
• Manage program budgets, timelines, resources, dependencies, vendors, and delivery milestones.
• Identify, assess, mitigate, and escalate program risks and issues.
• Coordinate cross-functional technology, cybersecurity, and business teams to achieve program objectives.
• Drive stakeholder engagement and maintain strong relationships across technology, security, and business functions.
• Ensure delivery follows appropriate project/program management methodologies, governance standards, and compliance requirements.

Required Qualifications & Experience

• Bachelor's Degree in Information Technology, Computer Science, Engineering, Business Management, or a related discipline.
• 10+ years of overall professional experience, with strong experience in Program Management, Project Management, or Technology Delivery leadership.
• Proven experience delivering large-scale and complex enterprise programs.
• Experience managing multiple Project Managers and large cross-functional teams.
• Strong experience in Program & Delivery Management, Enterprise Program Delivery, and Portfolio/Program Governance.
• Strong experience in complex multi-project management.
• Experience with budget, resource, risk, issue, vendor, and stakeholder management.
• Excellent executive and senior stakeholder communication skills.
• Experience presenting to C-level and senior leadership stakeholders.

Cybersecurity Experience – Good to Have

• Experience delivering cybersecurity programs and initiatives.
• Understanding of cybersecurity governance, risk, compliance, and security transformation.
• Experience working directly with CISO organizations and senior security leadership.
• Experience within banking, financial services, or other highly regulated environments.

Preferred Certifications

• PMP
• PgMP
• PRINCE2
• Agile / equivalent program management certifications
• CISSP, CISM, CRISC, or equivalent cybersecurity certifications
