Responsibilities

Position Title: Energy Marshall / HV Chargeman

Reporting To: Commissioning Manager and/or HSE Manager

Location: Bandar Elmina, Shah Alam

Project Type: Data Centre / Critical Infrastructure Construction

Type: 1-year renewable contract


Role Overview:

The Energy Marshall plays a pivotal role in managing energy isolation and Lockout/Tagout (LOTO) procedures throughout the construction and commissioning phases of critical infrastructure projects. This position ensures the safe energization and de-energization of systems in accordance with Malaysian regulations and international safety standards.

The successful candidate will be responsible for developing and implementing isolation strategies, ensuring strict compliance with LOTO protocols, and facilitating coordination among engineering, commissioning, operations, and safety teams.


Key Responsibilities:

Energy Isolation Planning & Execution

  • Develop and implement site-specific LOTO procedures aligned with OSHA 1994, FMA 1967, and DOSH regulations.
  • Oversee the full lifecycle of energy isolation activities, including risk assessments, permit preparation, isolation verification, and system re-energization.
  • Coordinate isolation schedules with construction, commissioning, and operations teams to prevent conflicts and ensure safety.
  • Ensure all isolation points are properly tagged, marked, and tracked in real time.

Compliance, Safety & Auditing

  • Serve as the site’s subject matter expert on hazardous energy control and isolation practices.
  • Conduct regular audits, inspections, and compliance checks related to LOTO; report and escalate any unsafe conditions.
  • Participate in investigations of energy-related incidents and recommend corrective measures.
  • Maintain comprehensive records, including isolation logs and registers, for audit and handover purposes.

Coordination & Training

  • Collaborate with subcontractors, internal teams, and client representatives to ensure adherence to LOTO protocols.
  • Deliver site inductions, toolbox talks, and targeted LOTO training sessions for staff and supervisors.
  • Support the Permit-to-Work system and work closely with safety and commissioning personnel.
  • Contribute to readiness reviews for system energization and testing milestones.

Documentation & System Management

  • Ensure all isolation activities are thoroughly documented and reviewed before execution.
  • Manage the submission, approval, and closure of isolation plans, including retrieval of LOTO devices.
  • Provide regular updates and reports on LOTO performance, non-compliance issues, and risk indicators.
  • Coordinate with QA/QC teams to verify and document energization checks.


Candidate Profile:

Qualifications:

  • Diploma or Degree in Electrical, Mechanical, Safety Engineering, or a related technical discipline.

Experience:

  • At least 5 years of experience in energy isolation, LOTO management, commissioning, or construction safety.
  • Background in complex infrastructure projects such as data centres, hospitals, industrial facilities, or oil & gas.

Technical Skills:

  • Strong understanding of electrical and mechanical systems (e.g., switchgear, MCCs, transformers, HVAC, piping).
  • Familiarity with Malaysian safety legislation (OSHA 1994, FMA 1967, CIDB, DOSH) is essential.
  • LOTO certification or NFPA 70E training is advantageous.

Personal Attributes:

  • Safety-focused, assertive, and detail-oriented with the ability to manage high-risk operations.
  • Strong communication skills in both English and Bahasa Malaysia.
  • Proficient in Microsoft Office and isolation tracking tools.
