Floating Solar & Hydroelectric Projects | Malaysia

1. POSITION SUMMARY
We are seeking an experienced Project Manager / Senior Project Coordinator to lead and coordinate the successful delivery of floating solar (FPV) and hydroelectric projects in Malaysia.
The role will be responsible for managing projects from mobilisation, planning and engineering coordination through execution, inspection, testing, commissioning and project close-out. The successful candidate will coordinate multidisciplinary teams, contractors, consultants, suppliers and clients to ensure projects are delivered safely, on schedule, within budget and in accordance with contractual, technical, quality and regulatory requirements.
The position is particularly suited to a professional with experience in renewable energy, hydropower, infrastructure, oil & gas, engineering inspection, construction or asset integrity, with strong project coordination and stakeholder-management capabilities.
Have experience working or dealing with TNB, Energy commission, EPCC for solar and contractors for renewable and hydroelectric.
2. KEY RESPONSIBILITIES
A. Project Management & Delivery
- Take overall responsibility for the day-to-day coordination and delivery of assigned floating solar and hydroelectric projects.
- Develop and maintain project execution plans, schedules, milestones, deliverables and resource requirements.
- Coordinate project activities from kick-off through execution, testing, commissioning and final handover.
- Monitor project progress against approved schedule, budget, scope and contractual requirements.
- Identify project risks, constraints, dependencies and potential delays and implement appropriate mitigation actions.
- Ensure all project deliverables are completed within agreed timelines and quality standards.
- Coordinate mobilisation and demobilisation of personnel, equipment, materials and subcontractors.
- Lead regular project progress meetings and prepare project status reports for management and clients.
- Maintain appropriate project documentation, records, correspondence, approvals and technical reports.
B. Floating Solar Project Coordination
For floating photovoltaic projects, the role will coordinate activities including:
- Floating solar system installation and deployment.
- Floater, anchoring and mooring system coordination.
- Solar PV structure and module installation.
- Electrical and cable-related works.
- Inverter, transformer and electrical infrastructure interfaces.
- Reservoir and waterbody access requirements.
- Marine/water-based construction activities.
- Inspection and testing of floating structures, mooring systems and associated infrastructure.
- Coordination of environmental, safety and operational requirements applicable to reservoir-based projects.
- Interface management between EPC contractors, engineering teams, specialist contractors, suppliers and asset owners.
C. Hydroelectric Project Coordination
For hydroelectric projects, responsibilities may include coordination of:
- Dam and hydropower asset inspection activities.
- Penstock inspection and testing.
- Turbine, generator and associated mechanical/electrical equipment inspection.
- Civil and structural inspection.
- NDT and advanced NDT activities.
- Rope access and difficult-access inspection works.
- Drone-based inspection and visual data collection.
- Vibration monitoring and condition assessment.
- Structural integrity and asset condition assessment.
- Life-extension and rehabilitation projects.
- Coordination of inspection findings, technical recommendations and final engineering reports.
D. Engineering & Technical Coordination
- Coordinate multidisciplinary engineering activities involving civil, structural, mechanical, electrical, instrumentation and inspection disciplines.
- Review project technical requirements, specifications, drawings, method statements and inspection/test plans.
- Coordinate technical queries, RFIs, design clarifications and engineering changes.
- Ensure technical deliverables are aligned with client specifications, applicable standards and project requirements.
- Coordinate specialist technical services such as:
- Visual Inspection (VT)
- Ultrasonic Testing (UT)
- Magnetic Particle Inspection (MPI)
- Dye Penetrant Inspection (DPI)
- Eddy Current / Advanced Eddy Current
- ACFM
- Pulse Eddy Current (PEC/PECA)
- Thickness measurement
- Rope access inspection
- Drone inspection
- 3D scanning and modelling
- Digital twin / digital asset management
- Structural and condition assessment
E. Client & Stakeholder Management
- Act as the primary project coordination point between the company, client, contractors, consultants and other stakeholders.
- Establish strong working relationships with project owners, EPC contractors, engineering consultants, government agencies and local authorities.
- Attend client meetings, site meetings and technical discussions.
- Understand client expectations and proactively address project concerns.
- Manage project communications and ensure timely escalation of critical issues.
- Support business development activities by identifying opportunities arising from existing projects and client relationships.
F. Contractor & Subcontractor Management
- Coordinate and monitor contractors, subcontractors and specialist service providers.
- Review contractor work programmes, manpower plans and mobilisation requirements.
- Monitor contractor performance against agreed scope, schedule, quality and HSE requirements.
- Ensure subcontractors comply with project procedures and contractual requirements.
- Coordinate permits, access, equipment, manpower and site logistics.
- Monitor productivity and resolve operational issues affecting project delivery.
G. HSE & Regulatory Compliance
- Ensure all project activities are conducted in accordance with applicable Malaysian HSE requirements and company policies.
- Promote a strong safety culture across project sites.
- Coordinate risk assessments, JSA/JHA, method statements and permit-to-work requirements.
- Participate in toolbox meetings, site inspections and safety reviews.
- Ensure appropriate emergency response and contingency arrangements are established.
- Monitor compliance with applicable Malaysian regulatory and industry requirements, including requirements relevant to energy, construction, environmental and water infrastructure projects.
- Stop or escalate unsafe work where required.
H. Quality Management
- Ensure project activities comply with approved Quality Plans, ITPs, procedures, specifications and applicable standards.
- Coordinate inspection, testing and quality documentation.
- Monitor NCRs, corrective actions and punch-list items.
- Ensure technical reports and project documentation are reviewed and completed before submission to clients.
- Support internal and external audits where required.
I. Commercial & Financial Management
- Monitor project costs, manpower utilisation, equipment costs and subcontractor expenditure.
- Track project financial performance against approved budgets.
- Identify potential cost overruns and recommend corrective actions.
- Support preparation of variation orders, claims and additional work quotations.
- Verify subcontractor work completion and supporting documentation.
- Coordinate invoicing, progress claims and payment milestones with the commercial/finance team.
- Ensure additional or out-of-scope work is properly documented and commercially controlled.
J. Project Reporting
Prepare and maintain:
- Weekly project progress reports.
- Monthly management reports.
- Project schedules and dashboards.
- Manpower and resource reports.
- HSE statistics.
- Risk and opportunity registers.
- Issues and action trackers.
- Cost and commercial reports.
- Inspection and testing progress reports.
- Client meeting minutes.
- Final project completion reports.
3. QUALIFICATIONS & EXPERIENCE
Essential
- Bachelor's Degree in Engineering, Project Management, Construction Management, Renewable Energy or a related discipline.
- Minimum 5–10 years of relevant project coordination / project management experience, depending on level.
- Experience managing engineering, construction, inspection, renewable energy, hydropower or infrastructure projects.
- Strong project planning, coordination and stakeholder-management skills.
- Experience working with contractors, subcontractors and multidisciplinary engineering teams.
- Strong understanding of project schedules, budgets, risk management and HSE.
- Good written and verbal communication skills.
- Willingness to travel and work at project sites throughout Malaysia.
Preferred
Experience in one or more of the following:
- Floating solar / solar PV projects.
- Hydroelectric power projects.
- Dam, reservoir or water infrastructure projects.
- Asset integrity and inspection.
- NDT / advanced NDT.
- Structural inspection.
- Mechanical or electrical inspection.
- EPC / EPCM project environments.
- Renewable energy construction.
- Oil & gas / energy projects.
- Digital inspection, 3D scanning or digital twin applications.
5. PROFESSIONAL CERTIFICATIONS
The following would be advantageous:
- Project Management Professional (PMP).
- Certified Project Management / equivalent.
- Board of Engineers Malaysia (BEM) registration.
- Engineering Technologist / professional registration where applicable.
- NEBOSH / NIOSH /NTSP or equivalent HSE certification.
- NDT Level II / Level III certification.
7. SENIOR PROJECT COORDINATOR – ALTERNATIVE SCOPE
For candidates who are not yet ready to assume full Project Manager responsibility, the Senior Project Coordinator will support the Project Manager in:
- Coordinating project schedules and deliverables.
- Managing daily project communications.
- Coordinating site activities and manpower.
- Preparing progress reports and project dashboards.
- Tracking project actions, risks and issues.
- Coordinating contractors and subcontractors.
- Supporting client meetings.
The Senior Project Coordinator should demonstrate the potential to progress into a Project Manager role within 1–2 years based on project performance and leadership capability.
