Job Description

Responsibilities

DUTIES AND RESPONSIBILITIES

  • Oversee multiple projects and lead a team of managers, engineers, technical officers, supervisors and technicians in facilities management for Commercial / Government & Business.
  • Establish good working relationships with clients and develop trust and confidence
  • Establish and maintain quality service standards
  • Take charge of the overall operations function of facilities maintenance work
  • Approve and oversee maintenance activities, maintenance schedule and inspections
  • Ensure regular meetings with client's and appointed sub providers.
  • Provide professional advice to management team, conduct and chair monthly management meeting.
  • Handle client’s enquires and provide site supervision.
  • Conduct audit inspections to ensure the outsource service providers are performing according to their contractual obligations and SLAs.
  • Manage and liaise with external agencies on new initiatives and major repairs and maintenance works.
  • Prepare tender documents and specifications, plan, coordinate and execute rectification works.
  • Responsible for project costing, cost management reporting.
  • Plan training requirement for staff needs for skills improvement.
  • Prepare and responsible for annual budget submission, audit report, assessment report for contractors' performance.
  • Prepare and certify contractors' payment and prepare Opex and Capex.


JOB REQUIREMENTS

  • Bachelor's Degree in Mechanical / Electrical Engineering or equivalent from a recognized university.
  • At least 10 years of relevant experience in Facilities Management, Integrated Facilities Management (IFM), or building operations, preferably within Commercial, Government, or Business sectors.
  • Proven experience managing facilities operations in large and complex environments, including oversight of multiple sites/projects concurrently.
  • Experience in tendering, bidding, contract preparation, and review of technical and commercial submissions.
  • Strong project management skills with the ability to plan, execute, monitor, and deliver operational and maintenance projects effectively.
  • Strong financial acumen with experience in budgeting, OPEX/CAPEX planning, cost control, forecasting, project costing, and financial reporting.
  • Experienced in preparing and presenting monthly operational reports, site performance reports, management reports, and business reviews.
  • Demonstrated ability to lead emergency response, incident management, business continuity, and crisis situations within facilities operations.
  • Strong customer relationship management skills with the ability to engage senior stakeholders, build trusted client relationships, and drive customer satisfaction.
  • Proven track record in identifying, developing, and securing new business opportunities, contract renewals, and value-added services.
  • Excellent presentation, communication, negotiation, and stakeholder management skills, with the ability to represent operations at senior management and HQ-level meetings.
  • Experience leading Site Managers, Engineers, Supervisors, Technical Officers, and operational teams.
  • Strong building services, M&E, and facilities management knowledge with hands-on operational experience.
