- Determining on an annual basis the “major job objectives” for each staff member of the Work Programme, identifying and discussing with subordinates the “Key Results Areas” to be used as determinants for their performance results.
- Overseeing, coordinating, and evaluating the activities of the Section to ensure functional processes, principles, and operational methods are administered, adhered to, and maintained in accordance with Acts/Legislation, Policy, and Procedures.
- Modeling the core values of integrity, mutual respect, professionalism, accountability et al provides training and development activities to facilitate the inculcation of the right behaviours in all work managed within the section/unit.
- Directing and leading the investigation and intelligence team.
- Developing the annual Investigation Plan and allocating duties to the officers according to the plan and reviewing and updating on a quarterly basis.
- Reviewing investigational dockets, plans, and reports.
- Overseeing all investigations handled by the group.
- Discussing, reviewing, and approving investigational plans with all investigators.
- Presenting evidence to the prosecutor and courts.
- Preparing performance and operational reports.
- Following up on the risk profiles submitted to the departments and verifying if mitigation actions have been implemented
- Producing risk reports and communicating identified risks to the relevant department.
- Liaising with international and local law enforcement agencies and organisations on international best practice, reviewed standards and regulations.
- Allocating cases to officers and guiding the investigation of the allocated cases.
- Submitting periodic reports on the implementation of the Investigation/Intelligence action plan as part of divisional reports.
- Engaging with other units to share information and mutual assistance to improve compliance and operations.
- Consolidating weekly and monthly reports and analysing the reports for the Unit.
- Identifying initiatives to improve compliance, including possible risk of revenue leakages with mitigation actions.
- Any other related duties ************* of crude and present to the Relationship Manager.
- Liaise with internal Units/Division and represents GRA with external stakeholders.
- Any other related duties assigned.
- Association of Chartered Certified Accountants (ACCA)/ Bachelor’s Degree in Accounting/ Business/ Public Management, Finance, or any equivalent qualification, with a minimum of three to three (3) years of experience in Investigations.
- Comprehensive knowledge of the mission, mandate, goals, objectives, strategic plan, key priorities, and initiatives of the Guyana Revenue Authority.
- Comprehensive Knowledge of the Acts, Laws, Legislation, Regulations, and tax treaties administered by the Revenue Authority.
- Comprehensive knowledge of the Income Tax Act, VAT Act, Customs Act/Legislation, and Regulations administered by the Guyana Revenue Authority.
- Comprehensive Knowledge of the Revenue Authority’s legal policy issues.
- Ability to interpret and apply Legislation, Rulings, and Policies.
- Strong analytical, persuasive, and negotiating skills.
- Excellent oral and written communication skills.
- Ability to plan, coordinate, delegate, prioritize, and meet timelines.
- Ability to motivate staff, work as a team player, and effectively solve conflicts.
- Integrity, Assertiveness, Accountability, Professionalism, and the ability to be team-oriented.
