Ocentra Offshore Pte Ltd is looking for an experienced Proposals Engineer to join our team in Singapore, supporting tendering and proposal activities for offshore Oil & Gas projects.

Roles & Responsibilities

• Review tender requirements and project scope and prepare comprehensive technical and commercial proposals.
• Coordinate with internal departments to ensure timely and accurate preparation of tender submissions.
• Manage bid clarifications and communications with clients throughout the tender process.
• Collaborate with the Operations team to develop and implement effective bid strategies.
• Source, obtain, and evaluate proposals and quotations from vendors, suppliers, and subcontractors.
• Conduct Technical Bid Evaluations (TBE) and Commercial Bid Evaluations (CBE).
• Prepare technical and commercial submissions in accordance with client specifications and tender requirements.
• Ensure all tender submissions are completed and submitted within stipulated deadlines.
• Ensure compliance with the Company's tender governance framework, proposal preparation procedures, and internal approval processes.

Requirements

• Bachelor's Degree in Engineering.
• Minimum 10 years' relevant experience in tendering/proposals within the offshore Oil & Gas industry.
• Strong experience in preparing and managing techno-commercial bids, particularly for T&I and EPCI projects.
• Sound technical knowledge of offshore transportation and installation activities.
• Project management experience will be an added advantage.
• Results-driven, self-motivated, and able to work independently with a strong commitment to accuracy, quality, and successful project acquisition.
• Excellent analytical, communication, negotiation, and stakeholder-management skills.
• Strong written and verbal communication skills in English.

Pay: $5,000.00 - $6,500.00 per month
