Job Description

Responsibilities

Role Purpose

The O&M Manager is responsible for the overall management, operation, maintenance, and performance of the Central Utility Building (CUB) and a portfolio of approximately 14 operational sites, ensuring safe, reliable, and efficient delivery of utility services to meet contractual, operational, and client requirements. The role provides leadership throughout the asset lifecycle from construction and commissioning through to steady-state operations, while driving operational excellence, productivity improvement, asset reliability, and continuous performance enhancement across the site portfolio.

Key Responsibilities:

  • Lead and supervise site operations teams from construction, commissioning, start-up, and transition into normal operations.
  • Provide overall leadership and operational oversight for a portfolio of approximately 14 sites, ensuring consistent performance, compliance, and service delivery across all locations.
  • Plan, organize, and direct all CUB operational activities to achieve operational, technical, safety, and commercial objectives while meeting or exceeding client expectations.
  • Ensure safe, reliable, and efficient plant operations in compliance with contractual obligations, regulatory requirements, and company policies.
  • Review production performance, asset capacity, utilization, and operational flexibility across the site portfolio to optimize plant efficiency and minimize unnecessary costs.
  • Take accountability for production output, utility service delivery, equipment availability, asset reliability, and product quality across all assigned sites.
  • Develop and implement operational strategies, improvement initiatives, and action plans to achieve business and performance targets.
  • Monitor plant performance and establish systems, processes, KPIs, and performance metrics to drive operational excellence and maximize return on assets.
  • Lead resource planning, budgeting, workforce allocation, and maintenance strategies to support operational requirements across multiple sites.
  • Ensure effective management of plant assets, maintenance activities, contractors, and service providers.
  • Drive standardization of operational practices, maintenance strategies, reporting processes, and performance management across all sites.
  • Foster a culture of safety, quality, operational discipline, and continuous improvement across the entire site organization.
  • Build strong relationships with clients and key stakeholders to ensure service excellence and customer satisfaction.
  • Provide regular operational reports, performance analysis, and recommendations to management on portfolio performance, risks, and improvement opportunities.

Requirements:

  • Bachelor's Degree in Engineering, preferably Mechanical, Electrical, Chemical, Industrial, or a related discipline.
  • Advanced qualification or knowledge in Business Management, Operations Management, or a related field is advantageous.
  • Minimum 10 years of experience in plant operations, utilities, district cooling, industrial facilities, oil & gas, pharmaceutical, biomedical, or similar process industries.
  • Proven experience as a Plant Manager, Operations Manager, O&M Manager, or equivalent leadership role within a complex operational environment.
  • Demonstrated experience managing multiple operational sites or facilities, with accountability for operational performance, maintenance, safety, manpower, and client satisfaction.
  • Strong knowledge of business and management principles, including budgeting, strategic planning, resource allocation, performance management, and workforce planning.
  • Sound understanding of utility systems, plant equipment, maintenance strategies, asset reliability, and operational performance management.
  • Familiarity with industry standards, operational best practices, safety regulations, quality systems, and compliance requirements.
  • Strong analytical, problem-solving, decision-making, and stakeholder management capabilities.
  • Proven ability to lead geographically dispersed teams and drive standardized operational excellence across multiple sites.
  • Proficient in Microsoft Office applications and computerized maintenance management systems (CMMS) or equivalent operational management platforms.
  • Demonstrated ability to lead change, drive accountability, and deliver measurable operational and business improvements.
