Role Purpose
Home Team Science and Technology Agency (HTX) is a science and technology agency dedicated to keeping Singapore safe and secure. We partner with the Ministry of Home Affairs (MHA) and Home Team Departments by delivering cutting-edge science and technology solutions across engineering, digital and innovation domains to enhance operational capabilities.
The Ops Systems Engineering team within the Ops Systems Sustainment Centre drives the engineering and long-term sustainment of MHA operational systems.
In this role, you will influence how MHA Ops Systems are supported and maintained by assessing and enhancing O&S (Operations & Support) management across software, hardware, systems and services. Your contributions will help drive continuous improvements in system availability, reliability and operational readiness.
About the Role
Ops Systems Engineering undertakes four categories of work: O&S requirements gatekeeping, flagship programme integration, innovation for O&S, and engineering expertise. You will be assigned a portfolio drawn from these categories based on your strengths and development needs, for example, an officer with deep AI/ML capability may be deployed primarily on AI-enabled innovation, with gatekeeping work for breadth of exposure and selected engineering deep-dives in his/her specialist area. You are not expected to cover all four categories at entry.
What You Will Be Working On
O&S Assurance & Requirements Gatekeeping
- Review ICT Approval of Requirement (AOR) submissions and project proposals to ensure O&S requirements — maintainability, supportability, obsolescence management, system refresh and mid-life upgrade provisions, and adequate O&S resourcing — are properly specified before approval, minimising downstream handover and sustainment issues.
- Strengthen and institutionalise O&S engineering standards and review criteria applied at the gatekeeping stage.
Flagship Programme Integration - Serve as the O&S engineering representative within integrated Project Management Teams (PMTs) of flagship programmes, shaping system architecture, maintenance design, and support strategy from the design phase onward.
- Review and evaluate maintenance concepts, reliability/supportability trade-offs, and transition-to-operations plans proposed by project teams and vendors.
Innovation for Operations & Support - Identify, prototype, and drive adoption of technologies — including AI/ML, data analytics, and predictive maintenance — to improve the effectiveness and efficiency of O&S works across the ops systems portfolio.
- Analyse operational and maintenance data to shift sustainment from reactive to condition-based or predictive modes.
Engineering Expertise - Build hands-on engineering competency by working with, or through temporary attachment to, forward-deployed teams supporting live ops systems over a period of time.
- Progressively take on engineering support for system faults, performance degradation, and sustainment issues, working alongside experienced engineers in the deployed environment.
- Contribute to engineering assessments supporting decisions such as system refresh and re-platforming, with increasing independence as competency deepens.
What We Are Looking For
- Tertiary qualification in Computer Science, Information Technology, Electrical & Electronics Engineering, or a related discipline is preferred. Relevant experience in ICT operations, infrastructure support or Operations & Support (O&S), preferably with at least three (3) years of experience.
- Basic competency in system management — fault and resolution management, system performance management, maintenance planning and analysis, and obsolescence/life-cycle management.
- Able to assess system reliability, supportability, and sustainment trade-offs from an engineering standpoint.
- Strong analytical, problem-solving and communication skills; outcome-oriented, able to manage competing priorities and to hold a technical position constructively when reviewing project team submissions.
- Self-motivated, proactive and adaptable, with the ability to work independently and collaboratively in cross-functional teams.
Experience in the following would be advantageous: - Applied AI/ML, data analytics, or predictive-maintenance techniques for system operations and sustainment.
- Requirements review, project management, or experience within multi-disciplinary programme teams.
- Hands-on technical experience in a domain relevant to ops systems (e.g., command-and-control systems, operational software systems, middleware, integration platforms).
All new appointees will be appointed on a two-year contract in the first instance.
