Job Overview
The QA/QC Manager is responsible for leading the Quality Assurance (QA) and Quality Control (QC) functions across all Mechanical, Electrical, Plumbing and Fire Protection (MEPF)works. The role ensures that all installations and project deliverables comply with contractual specification, applicable codes and standards, regulatory requirement and client expectations. The QA/QC Manager plays a key role in maintaining quality excellence, preventing defects, mitigating project risks, and driving continuous improvement throughout the project life cycle.
Key Responsibilities
- Quality Management System (QMS): Develop, implement, maintain and continuously improve the Quality Management System (QMS), including QA/QC policies, procedures, manuals and work instructions in accordance with ISO standards.
- Inspection and Testing: Plan, coordinate and oversee inspection, testing, and commissioning activities to ensure compliance with approved specifications, drawings, and quality standards.
- Documentation Control: Manage and maintain QA/QC documentation, including Inspection & Test Plans (ITPs), Method Statements, Non-Conformance Reports (NCRs) inspection checklist, material approvals and test reports.
- Regulatory Compliance: Ensure compliance with Malaysian statutory requirements, relevant codes, and standards (MS, UBBL. OSHA, FMA) and client-specific quality requirements.
- Quality Audits: Conduct internal quality audits, site inspections and quality reviews and coordinate external audits with clients, consultant and certification bodies.
- Defects Management: Investigate quality issues, identify root causes and implement effective corrective and preventive actions (CAPA) to prevent recurrence.
- Stakeholder Coordination: Collaborate with project managers, engineers, consultants, subcontractors, and suppliers to resolve quality-related issues and ensure timely project delivery.
- Training and Competency: Develop and deliver QA/QC training programs to enhance staff awareness, competency and compliance with quality standards and best practices.
- Performance Monitoring: Monitor quality performance indicators, analyse trends, prepare quality reports and recommend initiatives to improve project quality and operational efficiency.
Qualifications
- Bachelor’s Degree in Mechanical Engineering, Electrical Engineering or a related engineering discipline.
- Minimum of 8 – 10 years of QA/QC experience in construction or M&E projects including experience in a supervisory or managerial role.
- Strong knowledge of ISO 9001, ISO 14001 and ISO 45001 Quality, Environmental and Occupational Health & Safety Management Systems.
- Comprehensive understanding of M&E systems, including HVAC, electrical, plumbing, fire protection and associated testing and commissioning requirements.
- Familiarity of Malaysian construction regulations, standards and authority requirements.
- Proficiency in QA/QC documentation, quality management software and project management systems.
- Strong analytical, leadership, communication and problem-solving skills with the ability to manage multiple stakeholders effectively.
