Job Description

Responsibilities

The client is seeking an experienced and strategic Head of Human Resources & Administration, a key leadership position responsible for developing and implementing HR strategies, managing payroll operations, overseeing administrative functions and fostering a positive workplace culture.


This role ensures alignment with organizational objectives while maintaining compliance with labour laws and regulations. The position requires a strategic mindset combined with strong operational execution capabilities.


Responsibilities:

Strategic HR Leadership

  • Develop and implement HR strategy aligned with business objectives
  • Lead talent acquisition strategy and employer branding
  • Design compensation, benefits, and retention strategies
  • Drive organizational culture and employee engagement initiatives
  • Manage succession planning for key positions


HR Operations & Compliance

  • Oversee payroll accuracy and statutory compliance (CPF, tax, etc.)
  • Ensure labour law compliance and manage employee relations
  • Manage performance management and disciplinary processes
  • Maintain HR policies and procedures
  • Support internal audits and governance requirements


Team Leadership & Development

  • Lead and develop 2-person HR team (1 retail-focused, 1 back-office)
  • Delegate operational tasks effectively
  • Build team capabilities and cross-training


Administrative Oversight

  • Oversee office operations and office lease
  • Manage vendor relationships for key services
  • Ensure workplace health and safety standards


Requirements

Education

  • Bachelor's degree in Human Resources, or related field
  • Professional HR certification is preferred


Experience

  • Minimum 8-10 years of progressive HR experience
  • Minimum 3-5 years in HR leadership role
  • Proven experience managing both HR and administrative functions
  • Experience with payroll oversight, review, and approval
  • Demonstrated ability to lead and manage teams
  • Proven track record in organizational development and change management


Skills & Competencies

  • Strategic HR Leadership: Proven ability to develop and execute HR strategies that drive business results
  • Compliance Expertise: Deep knowledge of Singapore employment law, payroll regulations, and statutory requirements
  • Operational Excellence: Track record of streamlining HR operations and improving efficiency
  • Leadership & Team Development: Ability to lead, mentor, and maximize effectiveness of small teams
  • Business Acumen: Financial literacy, budget management, and understanding of business drivers
  • Communication & Influence: Excellent stakeholder management across all organizational levels
  • Technical Proficiency: Experience with HRIS and payroll systems
