Job Summary
The Senior HR Payroll Specialist is responsible for delivering high-quality payroll and HR administration services to BIPO's Singapore and Malaysia clients. The role manages employee lifecycle administration, statutory compliance, benefits administration, HR operational support and simple Payroll Processing, while ensuring service excellence, accuracy, and compliance with local employment regulations.
As a senior member of the team, the incumbent will serve as a subject matter expert, support complex payroll and HR matters, provide guidance to junior team members, and contribute to process improvement initiatives to enhance operational efficiency and client satisfaction.
Key Responsibilities
HR Administration & Employee Lifecycle Management
- Administer employee onboarding and offboarding processes, including preparation of employment-related documentation.
- Maintain accurate employee records and data within HRIS and payroll systems.
- Support benefits administration, leave management, and employee data updates.
- Ensure all employee information is maintained confidentially and in compliance with data protection requirements.
- Assist in the preparation of HR-related reports and employee documentation.
Client & Employee Support
- Act as a key point of contact for payroll and HR-related matters for assigned clients.
- Respond to Client queries professionally and within agreed service timelines.
- Build strong Client relationships through proactive communication and quality service delivery.
- Escalate complex issues where necessary and ensure timely resolution.
Payroll Administration
- Manage less complexity end-to-end payroll processing for assigned Singapore clients, ensuring accuracy and timely delivery.
- Ensure payroll activities are completed in accordance with service level agreements (SLAs) and internal controls.
- Investigate and resolve payroll discrepancies and client queries promptly.
Statutory Compliance & Reporting
- Support Singapore statutory requirements,
- Stay updated on legislative and statutory changes and ensure HR and payroll processes remain compliant.
Process Improvement & Team Support
- Identify opportunities to improve payroll and HR operational processes, controls, and efficiency.
- Participate in system enhancements, testing, and implementation activities.
- Support knowledge sharing and provide coaching and guidance to junior team members.
- Contribute to continuous improvement initiatives aimed at enhancing client experience and service quality.
Requirements
Qualifications & Experience
- Diploma or Degree in Human Resources, Business Administration, Accounting, or a related discipline.
- Minimum 1-2 years of payroll and HR administration experience, preferably supporting Singapore
- Malaysia payroll HR statutory compliance knowledge is an advantage
- Experience in a payroll outsourcing, BPO, or shared services environment is highly preferred.
Technical Skills
- Proficiency in Microsoft Excel and HRIS/payroll systems.
- Experience in HR advisory is preferable
