About the role
In this role you will lead DA's recruitment function across Southeast Asia — and own the hiring challenge that matters most to our clinical delivery: building the pipeline of hybrid General Practitioners who see our patients in Singapore. This is a player-coach role. You will lead and develop a regional Talent Acquisition team, including the Senior Talent Acquisition Specialist, and set hiring strategy across our six markets — while owning GP doctor recruitment in Singapore, directly or through a dedicated GP recruiter. Singapore's GP market is finite and highly courted; it cannot be run as a volume funnel. Whether you are closing doctors yourself or leading the recruiter who does, you will stay close to the market and accountable for the outcome.
This role is based in Petaling Jaya, Malaysia reports to the Vice President, People & Culture.
What you’ll do
GP doctor recruitment — Singapore (primary accountability)
- Own end-to-end recruitment of hybrid GPs, from market mapping through to offer close, directly or through a dedicated GP recruiter
- Where a dedicated GP recruiter is in place, set their priorities, coach them on market approach and offer strategy, and stay personally involved in senior candidate conversations and closing
- Build and sustain a direct network within Singapore's GP community, including referral channels through DA's existing panel of GPs and specialists, and our locum pool
- Convert locum relationships into permanent and hybrid engagements
- Apply working knowledge of SMC registration, credentialing, and MOH regulatory requirements when assessing candidate suitability
- Partner with Clinical Operations and Commercial leadership to build hiring plans backwards from service standards, clinic capacity, and revenue targets
- Provide leadership with honest pipeline diagnostics — distinguishing sourcing constraints from process constraints from offer competitiveness, and escalating the latter early
- Share what works in Singapore with markets facing comparable clinical hiring needs, building a repeatable regional playbook for clinician recruitment
Regional team leadership
- Lead, coach, and develop the Talent Acquisition team across Southeast Asia
- Set priorities, allocate requisition load across markets, and hold the team to quality-of-hire and time-to-fill standards
- Provide the Senior TA Specialist with clear ownership over corporate, technology, commercial and clinical hiring, while retaining GP doctor recruitment and director and above level recruitment yourself
- Build hiring capability in markets without on-site TA support, working through local People Partners and hiring managers
Regional function ownership
- Own recruitment strategy, tech stack, reporting, and hiring manager enablement across all DA markets
- Navigate differing labour markets, employment practices, and clinical licensing regimes across Southeast Asia, adapting approach by market rather than applying a single template
- Drive data-informed decisions through recruitment metrics and market insight, with consistent reporting across the region
- Strengthen DA's employer brand with both clinical and corporate talent audiences regionally
- Lead regional initiatives on recruitment operations, systems, and process improvement
What you’ll bring
Must-haves
- Minimum 7+ years in talent acquisition with substantial in-house experience including direct people-leadership of a recruitment team
- Experience mentoring, coaching or leading recruiters — formal line management is required at Manager level and strongly preferred at Assistant Manager level
- Direct, hands-on experience recruiting clinicians or healthcare professionals — ideally doctors — in Singapore or a comparable regulated market
- Demonstrable network within the healthcare or physician community
- Working knowledge of Singapore's medical regulatory environment (SMC, MOH, credentialing)
- Experience recruiting across multiple Southeast Asian markets, or credible evidence of managing hiring remotely across borders and cultures
- Proven track record hiring senior roles; experience at director level and above is essential at Manager level and desirable at Assistant Manager level
- Comfort in a finite candidate market where outbound relationship-building beats job-board volume
- Credible with senior stakeholders: able to hold data-backed conversations about pipeline reality and trade-offs, including uncomfortable ones
- Comfortable operating in a fast-paced, dynamic environment with limited resources — proactive and solutions-driven
- High level of integrity, confidentiality, and professionalism
Nice-to-haves
- Experience in telehealth, clinic networks, insurance provider networks, or physician liaison roles
- Familiarity with locum workforce models and their economics
- Working proficiency in a second regional language
What success looks like
- Month 1: GP market map complete, live pipeline established, validated diagnosis of conversion gaps; regional hiring priorities agreed with market leaders
- Month 3: Consistent GP hiring cadence against agreed targets; referral channel producing warm candidates; consistent recruitment reporting across markets
- Month 6: A self-sustaining GP pipeline; a regional team operating with clear ownership and a transferable clinician hiring playbook

Appointment level
We are open to appointing at either Assistant Manager or Manager level. The core mandate — regional recruitment leadership and direct ownership of GP doctor hiring in Singapore — is the same at both levels. What differs is the degree of independence expected and the support provided:
- Assistant Manager: you will own the GP recruitment mandate, directly or through a dedicated GP recruiter, and lead the team day to day, with the Vice President, People & Culture closely involved in regional strategy, workforce planning discussions, and senior stakeholder negotiations. Suited to a strong senior recruiter stepping into their first full people-leadership role.
- Manager: you will set regional recruitment strategy independently, represent Talent Acquisition directly with Clinical, Commercial and country leadership, and be accountable for the hiring plan end to end. Suited to someone who has already led a recruitment function or team through a demanding hiring cycle.
