Responsibilities

Company Description: Malaysia Rail Link Sdn Bhd (MRL) is a government-owned company under the Ministry of Finance (MOF Inc.) responsible for administering the implementation of the East Coast Rail Link (ECRL) project. As the project owner, MRL oversees an electrified railway that connects the East Coast states of Kelantan, Terengganu, and Pahang with the Greater Klang Valley region. The ECRL links state capitals, major urban centers, industrial hubs, ports, airports, and tourism zones, and interchanges with existing railway lines across Peninsular Malaysia. MRL plays a central role in engaging with government agencies, contractors, partners, and communities to ensure successful project delivery. The ECRL is a key component of the East Coast Economic Region (ECER) Masterplan and is designed to support more balanced economic growth between the east and west of Malaysia.

Role Descriptio:n The Contract Manager role is a contract position based on-site at Malaysia Rail Link Sdn Bhd in WP Kuala Lumpur. The Contract Manager will manage the full lifecycle of project-related contracts, including drafting, reviewing, negotiating, and administering contracts with contractors, consultants, and suppliers. This role will monitor contract performance, ensure compliance with contractual terms, and support risk mitigation by identifying and addressing potential contractual issues. The Contract Manager will collaborate closely with project management, legal, procurement, and finance teams to support project delivery and cost control. Day-to-day responsibilities will also include maintaining contract documentation, preparing contract reports, and supporting stakeholder communication and coordination.

Qualifications

  • Minimum 15 years of construction experience in infrastructure projects, mainly involved in high-value contract-sum contracts in MRT/LRT or railway projects
  • Strong contract management skills, including drafting, reviewing, negotiating, and administering complex project contracts, especially in final account.
  • Knowledge of construction, infrastructure, or rail project frameworks, including commercial, legal, and regulatory considerations.
  • Solid analytical and problem-solving abilities, including experience in risk assessment, cost control, and performance monitoring.
  • Excellent written and verbal communication skills in English; proficiency in Bahasa Malaysia is an advantage.
  • Strong organizational and documentation skills, with attention to detail and the ability to manage multiple contracts and timelines.
  • Bachelor’s degree in Law, Quantity Surveying, Construction Management, or a related field; professional certifications in contract management are an added advantage.
  • Prior experience in large-scale infrastructure or rail projects is highly beneficial, preferably within Malaysia or the region.
