Job Description

Responsibilities

As a Risk & Compliance Associate at BCRS Ltd, you will support the organisation’s risk management and compliance activities, focusing heavily on supplier and stakeholder compliance, managing formal communications, and ensuring the timely resolution of compliance matters.

Roles & Responsibilities

Support day-to-day risk and compliance activities, including monitoring and following up on compliance matters.

Communicate with suppliers and external stakeholders to request information, supporting documents, records and clarifications required for compliance review.

Review information and documents submitted by suppliers for completeness, accuracy and consistency, and follow up on any discrepancies or missing information.

Draft and issue formal correspondence, including requests for information, compliance reminders, warning letters, non-compliance notices and corrective action requests.

Track outstanding compliance matters, supplier responses, required actions and deadlines to ensure timely resolution.

Assist in identifying potential compliance issues, operational risks and recurring non-compliance trends, and escalate significant matters where necessary.

Maintain accurate compliance records, case files, correspondence and supporting documentation to ensure a proper audit trail.

Assist in preparing compliance reports, case summaries, management updates and other compliance-related documentation.

Support the implementation and improvement of compliance procedures, internal controls, templates and monitoring processes.

Assist with compliance reviews, investigations, audits and other risk-related initiatives as required.

Requirements

Diploma or Degree in Business, Risk Management, Compliance, Finance, Accounting, Law or a related discipline.

Interest in developing a career in Risk Management, Compliance, Audit or Regulatory Affairs.

Experience in risk, compliance, audit, regulatory affairs, supplier/vendor management or a related role is advantageous. Fresh graduates with suitable skills may also be considered.

Strong written English, with the ability to draft clear and professional emails, letters and formal correspondence.

Good communication and stakeholder management skills, with the confidence to communicate and follow up with suppliers and external parties.

Strong attention to detail, with the ability to identify missing, incomplete or inconsistent information.

Strong analytical, organisational and problem-solving skills.

Able to work independently, take ownership of assigned matters and manage multiple cases and deadlines.

Proficient in Microsoft Word, Excel, Outlook and other standard office applications.

High level of professionalism, integrity and confidentiality.

The Beverage Container Return Scheme (BCRS) was recommended by a Citizens’ Workgroup in 2019 as part of efforts to protect the environment, conserve finite resources, and increase recycling rates in Singapore.

The Scheme is designed to spark behavioural change by encouraging more sustainable consumption habits and enabling the transition towards a circular economy.

Under the Scheme:
Beverage producers and retailers are responsible for ensuring that beverage containers are properly collected and treated at end-of-life, and

Consumers are encouraged to return empty containers for recycling in exchange for a deposit refund.

The Scheme contributes to a more sustainable Singapore by:
Increasing the recycling rate of beverage containers and reducing waste sent for disposal;

Encouraging consistent recycling habits among Singaporeans; and

Aggregating a clean, high-quality stream of recyclable materials.

The impact of BCRS will be significant. The Scheme will cover more than one billion beverage containers used each year, allowing us to recover over 16,000 tonnes of material annually. This means less waste sent for incineration, lower carbon emissions, and a more circular economy.

BCRS is Singapore’s second Extended Producer Responsibility (EPR) scheme, following the introduction of the e-waste EPR framework in 2021. EPR schemes place responsibility on producers for the collection and end-of-life management of the products they put on the market. Over time they will make changes to their supply chains, processes and materials used, knowing that they have some responsibility for recycling the container after it is sold.

As a producer-led scheme, BCRS is designed and operated by the industry, for the industry. This approach allows producers to determine the most practical and cost-effective way to recover used beverage containers, while maintaining efficiency and service standards. Producer-led return schemes have been shown to be effective in countries such as Norway, Denmark and Lithuania.

Successful implementation requires the support, understanding, and shared commitment from all stakeholders involved: producers, retailers, recyclers, and consumers. There will be teething issues and adjustments along the way, but we can address them with everyone’s support. Launching the Scheme in April is the first step and adjustments will need to be made along the way, in order for the scheme to be effective and impactful.
