Job description:
A. Financial Development Financial Management
- Take primary responsibility for the detailed financial management and monitoring of assigned property development projects.
- Maintain comprehensive project financial information covering revenue, development costs, commitments, collections, financing and cash flow.
- Manage and coordinate the preparation of monthly, quarterly, and annual financial reports for the Group and relevant entities.
- Review financial statements and supporting schedules to ensure accuracy, completeness, and compliance with applicable accounting standards. Analyse financial performance and prepare management reports for review by the Head of Finance.
- Prepare financial analysis, variance analysis, and supporting information required for management decision-making. Ensure financial reports and schedules are prepared accurately and within the required timelines.
- Escalate significant financial issues, unusual variances, and accounting matters to the Head of Finance.
B. Budgeting & Forecasting
- Coordinate the preparation of annual budgets and periodic forecasts for the Group and relevant business units. Consolidate departmental and project budgets for review by the Head of Finance.
- Monitor actual financial performance against approved budgets and forecasts. Prepare monthly budget-versus-actual analysis and identify significant variances. Work with relevant departments to understand the causes of variances and monitor corrective actions.
- Provide financial analysis and recommendations to the Head of Finance for review and decision-making.
C. Cash Flow Monitoring
- Prepare and maintain rolling project-level cash flow forecasts. Monitor project collections, development expenditure, financing utilisation and upcoming financial commitments.
- Analyse cash flow requirements and identify potential project funding gaps in advance Coordinate with Sales Administration and relevant teams on outstanding collections and financial documentation Provide project cash flow information to the Head of Finance for Group-level liquidity planning and capital allocation Recommend project-level cash flow improvement measures where appropriate.
D. Project Accounting & Financial Monitoring
- Support the Head of Finance in the evaluation and execution of project financing, refinancing and other financing arrangements.
- Prepare financial information, projections, feasibility models and supporting documentation required for financing applications and reviews by banks and financial institutions.
- Coordinate documentation and fulfilment of conditions for bridging loans, project financing, end-financing and other development-related banking facilities.
- Coordinate financing drawdowns and ensure all supporting documentation and drawdown conditions are complete and properly fulfilled.
- Monitor facility utilisation, loan balances, repayment schedules, interest costs, financial covenants and other key financing obligations for assigned projects. Maintain accurate and updated records of banking facilities, financing arrangements, drawdowns, repayments and relevant financing commitments.
- Liaise with banks on operational, documentation, account administration and other matters relating to approved banking and financing facilities.
- Identify and promptly escalate potential funding gaps, covenant breaches, repayment issues or other significant financing matters to the Head of Finance. Provide relevant project financing information and analysis to support the Head of Finance in Group-level liquidity planning, financing strategy and capital allocation.
E. Project Accounting & Financial Monitoring
- Review monthly financial results of assigned property development entities and projects.
- Ensure appropriate accounting treatment for property development revenue, development expenditure, inventories, borrowing costs, accruals, provisions and other project-related transactions.
- Review project cost allocation and ensure costs are accurately recorded against the appropriate projects and cost categories.
- Monitor project profitability and reconcile project management information with accounting records. Review balance sheet schedules and project-related reconciliations.
- Ensure financial information provided for Group consolidation is accurate, complete and submitted within the required reporting timeline.
- Investigate significant accounting or reporting issues and recommend appropriate treatment to the Head of Finance.
F. Audit & Tax Coordination
- Coordinate with external auditors for annual audits and other audit requirements. Prepare and provide financial schedules, supporting documents, and explanations required by auditors.
- Coordinate with tax agents on tax computations, submissions, tax queries, and related matters. Follow up on audit and tax matters and ensure agreed actions are properly addressed.
- Escalate significant audit, tax, or accounting issues to the Head of Finance.
G. Compliance & Internal Controls
- Ensure day-to-day finance operations comply with applicable accounting standards, tax requirements, statutory requirements, and Company policies.
- Monitor compliance with established financial controls, approval procedures, and accounting policies.
- Identify control weaknesses or process inefficiencies and recommend improvements Ensure proper documentation and supporting records are maintained for financial transactions.
- Monitor compliance with project-related financial requirements, including HDA-related financial matters where applicable.
H. Finance Team Supervision
- Supervise and guide the finance team in their day-to-day activities.
- Review the work of Finance Executives and other finance personnel to ensure accuracy and timeliness.
- Allocate tasks and monitor the completion of finance activities and reporting deadlines. Provide coaching and guidance to team members to improve their technical knowledge and work quality.
- Identify training and development needs within the finance team.
- Assist the Head of Finance in monitoring team performance and manpower requirements.
I. Management Support & Cross-Functional Coordination
- Act as the primary Finance working-level contact for assigned property development projects.
- Work closely with other departments to obtain accurate and timely financial information. Provide financial analysis and recommendations to support management discussions and business decisions.
- Assist the Head of Finance in preparing materials for management meetings and other financial reviews. Participate in finance-related projects, process improvement initiatives, and system implementation.
- Act as a finance representative in operational discussions where required. Ensure matters requiring strategic decisions or approval are escalated to the Head of Finance.
J. Other Responsibilities
- Perform other duties, assignments, and responsibilities as may be assigned by the Company from time to time, in accordance with the employee’s skills, experience, and position.

Job Requirement:
Education
- Bachelor’s Degree in Accounting, Finance, or related field.
- ACCA/CPA/CIMA/ICAEW is an advantage.
Experience
- 8+ years in finance & accounting, with 4+ years in management.
- Property development/construction experience preferred.
- Experience in project costing, budgeting, cash flow, and profitability.
- Experience managing multiple projects/entities.
- Knowledge of HDA, project financing, progress billing, and banking requirements.
- Experience with auditors, tax agents, and bankers.
Skills
- Strong financial, analytical, leadership, and communication skills.
- Detail-oriented with good commercial awareness.
- Able to manage multiple priorities and deadlines.
- High integrity and professionalism.
Technical
- Knowledge of MFRS, taxation, budgeting, forecasting, and financial reporting.
- Familiar with property/construction accounting and project monitoring.
- Proficient in SQL/SAP/Oracle, Excel, and PowerPoint.
