Requirements
Education & Credentials:
Bachelor’s Degree in Quantity Surveying, Construction Management, Civil/Mechanical/Electrical Engineering, or related fields.
Professional qualifications such as BQSM (Board of Quantity Surveyors Malaysia), RICS, or equivalent chartered status are highly advantageous.
Work Experience:
Commercial Manager:Minimum 8–10 years of QS/commercial management experience in large-scale building/industrial projects, with at least 3 years inData Centers (Hyperscale DC), Semiconductor / Hi-Tech Plants, or Heavy MEP projects.
Deputy Commercial Manager: Minimum 5–8 years of relevant commercial/QS track record handling measurement, site variations, and subcontractor evaluations.
Technical Competencies:
Deep familiarity with MEP systems in data centers (Tier III/IV infrastructure, HV/MV transformers, chillers, power distribution, BMS/DCIM).
Proficient in standard forms of contract (FIDIC, PAM, PWD) and contract administration.
Hands-on proficiency with Glodon/Cubicost, AutoCAD, and Microsoft Project/Excel.
Languages & Interpersonal Skills:
Excellent proficiency in English and Mandarin (written and verbal) is required to liaise effectively with both local English-speaking consultants and internal Mandarin-speaking project stakeholders.
Responsibilities
Main Contract & Commercial Governance (主合同与商务履约):
Administer the main EPC/General Contract (e.g., FIDIC / PAM Contract), ensuring project compliance with contractual terms, risk management, and profit-driven project execution.
Lead commercial claims, extension of time (EOT), and loss/expense assessments; draft formal contractual letters to employers/consultants to safeguard the company's commercial interests.
Variation Orders (VO) & Quantity Surveying (变更计量与二次经营):
Track IFC drawing revisions, site changes, and design developments (especially MEP interfaces such as chillers, UPS, generators, and fire protection systems).
Prepare, negotiate, and finalize Variation Orders (VOs) with the Employer's Quantity Surveying consultants, ensuring timely rate agreement and approvals.
Subcontractor & Procurement Commercial Management (分包与招采控本):
Oversee the procurement of major MEP packages and critical equipment (Long-lead items); review subcontract agreements to ensure strict "Back-to-Back" provisions.
Certify monthly interim progress claims from sub-contractors, manage retention sums, contra-charges, and lead final account settlements.
Cash Flow & Interim Payment Certificates (现金流与结算推进):
Lead the preparation and submission of monthly Interim Payment Certificates (IPC) to the Client, accelerating certification and payment collection to maintain healthy project cash flow.
Monitor project cost variance (Budget vs. Actual Cost), continuously updating Cost Value Reconciliation (CVR) and cash flow projections.
