Key Responsibilities

A. Project Leadership & Delivery

• Provide overall leadership and direction for assigned major projects.
• Take accountability for project delivery from planning through completion and handover.
• Establish project objectives, delivery strategies, milestones and performance expectations.
• Ensure projects are delivered in accordance with approved scope, programme, budget and contractual requirements.
• Monitor overall project performance and take timely corrective action where required.
• Establish effective project governance, reporting and escalation processes.

B. Project Planning & Programme Management

• Lead the development and implementation of comprehensive project execution plans.
• Review project schedules, milestones, critical paths and construction programmes.
• Monitor progress against approved project schedules and identify potential delays.
• Develop recovery plans where projects are behind schedule.
• Coordinate construction, precast manufacturing, transportation, logistics and site installation activities where applicable.
• Ensure effective sequencing and coordination of project activities.

C. Precast Construction & Technical Coordination

• Provide strategic oversight of precast concrete project delivery and installation.
• Coordinate closely with engineering, production, design and site teams.
• Ensure precast elements are manufactured, delivered and installed according to approved specifications.
• Monitor technical interfaces between design, manufacturing, logistics and construction activities.
• Resolve technical and construction-related issues in collaboration with relevant stakeholders.
• Ensure project execution complies with approved drawings, specifications and engineering requirements.

D. Commercial & Contract Management

• Take overall responsibility for project commercial performance.
• Monitor project budgets, costs, cash flow and profitability.
• Review contractual obligations, variations, claims and potential commercial risks.
• Ensure proper management of change orders and variations.
• Work closely with commercial and contract teams to protect the company's contractual and commercial interests.
• Monitor project revenue, cost-to-complete and projected profitability.
• Identify opportunities to improve project margins and operational efficiency.

E. Client & Stakeholder Management

• Establish and maintain strong relationships with key clients, consultants and project stakeholders.
• Act as a senior escalation point for major project issues.
• Attend project steering meetings and high-level client discussions.
• Manage expectations and ensure clear communication throughout project delivery.
• Represent the company professionally in meetings, negotiations and project engagements.
• Develop long-term relationships that support repeat business and future opportunities.

F. Project Team Leadership

• Lead and manage Project Managers and multidisciplinary project teams.
• Establish clear responsibilities, objectives and performance expectations.
• Monitor project team performance and productivity.
• Coach and develop project leaders and high-potential employees.
• Promote accountability, collaboration and effective decision-making.
• Ensure sufficient manpower and resources are available throughout the project lifecycle.

G. Resource & Capacity Planning

• Plan and allocate manpower, equipment, materials and other project resources.
• Coordinate project requirements with manufacturing, procurement, logistics and operational teams.
• Ensure resources are deployed efficiently and aligned with project priorities.
• Identify resource constraints and develop mitigation plans.
• Optimise utilisation of internal and external project resources.

H. Quality Management

• Ensure projects comply with approved quality standards, specifications and contractual requirements.
• Work closely with Quality Assurance and Quality Control teams.
• Monitor quality performance and address non-conformities promptly.
• Ensure appropriate inspection, testing and documentation processes are implemented.
• Promote a culture of quality throughout project execution.
• Drive continuous improvement in project delivery and construction quality.

I. Health, Safety & Environmental Management

• Provide leadership in maintaining high standards of health, safety and environmental performance.
• Ensure project teams comply with company HSE policies and applicable legal requirements.
• Monitor site safety performance and corrective actions.
• Ensure appropriate risk assessments and safety procedures are implemented.
• Promote a strong safety culture across all project activities.
• Investigate significant incidents and ensure appropriate corrective measures are implemented.

J. Risk Management

• Identify, assess and manage project risks throughout the project lifecycle.
• Maintain project risk registers and mitigation plans.
• Monitor risks relating to programme, cost, quality, resources, contracts, logistics and stakeholders.
• Escalate critical risks to senior management in a timely manner.
• Develop contingency and recovery strategies for major project risks.

K. Procurement, Suppliers & Subcontractors

• Work closely with procurement teams to ensure timely availability of project materials and services.
• Oversee the performance of key subcontractors, suppliers and service providers.
• Ensure procurement activities are aligned with project schedules and budgets.
• Monitor supplier and subcontractor performance.
• Resolve major commercial, technical and delivery issues with external partners.

L. Project Reporting & Governance

• Provide regular project performance reports to senior management.
• Report on progress, financial performance, risks, opportunities and key issues.
• Establish appropriate project dashboards and performance indicators.
• Ensure accurate project documentation and records are maintained.
• Conduct regular project reviews and performance meetings.
• Provide management with forward-looking forecasts and recommendations.

M. Project Close-Out & Handover

• Ensure projects are completed in accordance with contractual requirements.
• Oversee testing, commissioning, inspections and final handover where applicable.
• Ensure outstanding defects and project issues are properly resolved.
• Coordinate final documentation, as-built information and completion records.
• Support final account, claims and commercial close-out.
• Conduct post-project reviews and capture lessons learned.

4. Qualifications & Experience

Essential:

• Bachelor's Degree in Civil Engineering, Structural Engineering, Construction Management, Project Management or a related discipline.
• Significant senior-level experience in construction and/or precast concrete project management.
• Proven experience managing major or complex construction projects.
• Strong understanding of project planning, construction methodologies, contracts, cost management and project controls.
• Proven leadership experience managing multidisciplinary project teams.
• Strong client, consultant, contractor and stakeholder management experience.
• Strong commercial and financial understanding of project delivery.

Preferred:

• Master's Degree in Engineering, Construction Management, Project Management or related field.
• Professional qualification such as PE, Ir., PMP or equivalent.
• Extensive experience in precast concrete construction, modular construction or building systems.
• Experience managing large-scale projects from design/construction through completion.
• Experience with major contractors, developers, engineering firms or precast manufacturers.
• Strong knowledge of Malaysian construction practices, standards and regulatory requirements.
