Speedy Best Holdings is an established integrated solutions provider principally involved in the provision of comprehensive lighting solutions, manufacturing and sales of steel poles, smart city infrastructure systems, and the trading of lighting products and accessories. As we accelerate our market expansion across public and private infrastructure sectors, we are seeking a seasoned, strategic, and hands-on Project Director to helm end-to-end execution across our project portfolio.

Role Overview

Reporting directly to Executive Leadership / Group CEO, the Project Director will lead the Project Management division. You will oversee multi-million ringgit infrastructure installations, turnkey public lighting developments, smart city system deployments (including integrated smart poles, IoT/telecom infrastructure, and centralized monitoring networks), and high-profile private developer contracts.

You will ensure projects are delivered on time, within budget, and to the highest standards of safety, quality, and statutory compliance.

Key Responsibilities

• Strategic Execution & Delivery: Direct end-to-end project lifecycles from tender award, engineering design coordination, procurement, and fabrication alignment through to installation, testing, and commissioning (T&C).
• Multi-Disciplinary Alignment: Work closely with our in-house steel pole manufacturing and lighting divisions to synchronize production scheduling, material fabrication, and site delivery timelines.
• Stakeholder & Authority Management: Serve as the senior liaison with municipal councils (PBTs), government agencies, utility bodies (e.g., TNB), main contractors, M&E consultants, and private master developers.
• Smart City & Tech Integration: Oversee the deployment of advanced smart city initiatives, including smart poles, IoT sensor integrations, connectivity hardware, and command software implementations.
• Commercial & Contract Administration: Lead project budget forecasting, cash flow planning, variation orders (VO), progress claims, and contractual risk management in compliance with standard construction contract terms (PAM / PWD / CIDB).
• Site Governance & EHS: Enforce strict compliance with CIDB regulations, Department of Occupational Safety and Health (DOSH/JKKP) standards, and Group quality management protocols across all active project sites.
• Team Leadership: Mentor and scale an agile team of project managers, site engineers, contract executives, and safety officers to build high-performance project execution capabilities.

Requirements & Qualifications

• Education: Bachelor’s Degree in Electrical & Electronic Engineering, Civil Engineering, Mechanical Engineering, or Construction Project Management. A Master’s degree or professional accreditation (P.Eng / Ir., PMP) is an added advantage.
• Experience: Minimum 10 - 15 years of progressive experience in infrastructure, M&E, or large-scale civil projects, with at least 5+ years in a Project Director or Senior Project Manager capacity.
• Industry Track Record: Proven success managing road/highway lighting, electrical distribution, high-mast/steel pole installations, or turnkey municipal smart city/IoT deployments.
• Contractual Knowledge: Deep familiarity with Malaysian construction statutory standards, local council (PBT) handovers, authority submissions, and standard contract formats (JKR / PAM).
• Leadership Competence: Exceptional leadership, commercial acumen, contract negotiation, and multi-tier stakeholder management skills.
