• Bachelor's Degree in Quantity Surveying, Construction Management, Engineering or a related field.

• Extensive experience in contract management, cost control and budgeting within the property development industry.

• Strong knowledge of construction contracts, tender processes, procurement and financial feasibility studies.

• Excellent leadership, negotiation and analytical skills.

• Mandarin speaker is mandatory for this position.

• Able to manage project budgets and provide financial reporting to management.

• Working Hours: Monday to Friday, 8:30 AM – 5:30 PM; OR Monday to Friday, 9:00 AM – 6:00 PM

Job Overview

We are seeking an experienced Contract & Cost Control Manager to lead, supervise and manage the Cost Control Team, overseeing project budgeting, cost planning, feasibility studies, procurement and contract management for property development projects.

Job Responsibilities

Cost Planning, Feasibility & Budgeting

• Conduct market research, financial feasibility studies and development costings for current projects and potential land acquisition targets.

• Formulate, monitor and reforecast comprehensive project budgets and elemental cost breakdowns.

• Conduct quarterly cost reviews against budgets, analyse cost deviations and present variance reports to management.

Contract Management & Procurement Strategy

• Oversee end-to-end procurement processes, including calling quotations/tenders, conducting commercial evaluations and negotiating contracts with consultants, contractors and suppliers.

Team Management

• Lead, supervise and manage the Cost Control Team to support overall project cost management functions.
