Role Summary:

The Manager, M&E leads the delivery of the complete mechanical and electrical scope for assigned development projects. The role translates project plans into coordinated team actions, manages consultants and contractors, ensures regulatory and technical compliance, and is accountable for project-level M&E performance from design coordination through installation, testing, commissioning and handover. The Manager also leads and develops the assigned M&E team, allocates work, monitors performance and resolves significant project-level issues within delegated authority.

Key Responsibilities:

1) Design Review & Coordination

  • Review and comment on M&E design drawings, schematics, load calculations, and technical submissions.
  • Coordinate with consultants, architects, structural engineers, and QS to resolve design conflicts.
  • Verify integration of all M&E systems (HVAC, electrical, plumbing, fire protection, ELV, vertical transport) with other disciplines.
  • Ensure design compliance with statutory requirements, green building standards, and client specifications.


2) Authority & Regulatory Submissions

  • Prepare and monitor statutory submissions to relevant authorities (e.g., BOMBA, Suruhanjaya Tenaga, Local Councils).
  • Coordinate inspections, resolve comments, and secure approvals for systems including fire, electrical, lift, and air-conditioning.
  • Maintain a submission tracker and liaise with consultants for timely documentation.


3) Site Implementation Oversight

  • Supervise M&E installation works on-site to ensure conformance with approved drawings and specifications.
  • Conduct site coordination meetings to resolve technical queries and sequencing issues.
  • Validate progress claims, material deliveries, method statements, and mock-up reviews.
  • Monitor QA/QC compliance and site safety for all M&E-related activities.


4) Testing & Commissioning

  • Review and coordinate T&C plans with contractors and consultants.
  • Witness key testing processes and ensure documentation is prepared in accordance with project and authority standards.
  • Coordinate rectification of defects or non-conformances prior to handover.


5) Stakeholder Collaboration

  • Provide regular updates to the project implementation team and management on M&E progress, risks, and constraints.
  • Support Contracts and Procurement teams in technical evaluations and contractor onboarding.
  • Assist EWRC and Facilities team during handover for defect troubleshooting, operational briefing, and documentation transfer.


6) Team Leadership and Performance Management

  • Lead Assistant Managers, Engineers, Senior Supervisors and Site Supervisors assigned to the project.
  • Translate project priorities and milestones into clear team responsibilities and work plans.
  • Allocate work according to project needs, technical complexity and team capability.
  • Monitor individual and team performance against agreed deliverables.
  • Provide coaching, technical guidance and performance feedback.
  • Address capability, quality or delivery gaps promptly.
  • Maintain clear accountability and collaboration across the M&E project team.


Qualifications & Experience

Educational Background

  • Bachelor’s Degree in Mechanical, Electrical, or Building Services Engineering.
  • Registration with BEM (Board of Engineers Malaysia) preferred.
  • Additional certifications in energy management, GBI, or lift/fire systems an advantage.


Experience Requirements

  • Experience: Minimum 7–10 years in M&E roles within property development or construction.
  • Track Record: Hands-on experience in managing full M&E scope, coordinating authority submissions, and overseeing site execution from installation to handover.
