Job Responsibilities
- Lead and manage cost and contract functions across multiple property development projects from pre-construction through project completion.
- Manage and coordinate QS consultants and contractors to ensure effective cost and contract administration.
- Lead contractor pre-qualification and tender exercises, including review of tender documentation, evaluation of submissions, and preparation of recommendations to Management.
- Review and validate cost plans, quantity take-offs, Bills of Quantities, tender evaluations, and cost estimates prepared by QS consultants.
- Monitor project budgets, committed costs, variations, forecasts, cash flow, and cost-to-complete to ensure projects remain within approved budgets.
- Review and recommend contractors' and consultants' payment certificates based on verified work progress and contractual requirements.
- Lead the review and evaluation of variation orders, claims, extensions of time, and other commercial submissions, including assessment of cost implications and QS recommendations.
- Conduct site valuations with QS consultants and contractors to verify work progress and assess payment claims.
- Review, challenge, and provide recommendations on QS consultants' commercial and contractual submissions.
- Review and verify Final Accounts to ensure all variations, claims, payments, and contractual adjustments are properly accounted for.
- Identify commercial risks, potential cost overruns, and opportunities for cost optimisation and value engineering, and recommend appropriate mitigation measures.
- Provide commercial and contractual advice to project teams and Management on procurement, tendering, cost control, contractual matters, and project financial performance.
- Monitor the performance and deliverables of QS consultants and contractors and ensure commercial matters are addressed in a timely manner.
- Prepare and present cost and contract reports, financial updates, forecasts, and recommendations to Management.
- Perform other duties and projects as assigned by Management.
Job Requirements
- Diploma or Bachelor's Degree in Quantity Surveying, Construction Management, Contract Management, or a related discipline.
- Minimum 5–8 years of relevant experience in Quantity Surveying, Cost Management, Contract Administration, or Commercial Management.
- Experience in a property developer or property development environment is highly preferred.
- Proven experience managing multiple development projects and overseeing QS consultants and contractors.
- Strong knowledge of cost planning, quantity take-offs, cost estimation, tender management, contract administration, variations, claims, payment certification, and Final Accounts.
- Good understanding of construction contracts, procurement processes, and commercial practices.
- Strong commercial, analytical, negotiation, and problem-solving skills.
- Strong ability to review, assess, and challenge recommendations submitted by QS consultants and contractors.
- Excellent stakeholder management skills, with the ability to effectively manage consultants, contractors, project teams, and other stakeholders.
- Good written and verbal communication skills, with the ability to present clear recommendations to Management.
