Job Purpose

The Manager, Raw Materials Operations is responsible for leading and overseeing the overall raw materials operation, including production planning coordination, inventory management, warehouse operations, manpower management, quality systems compliance, environmental initiatives, equipment management, and continuous improvement programs. The incumbent will drive operational excellence, optimize resource utilization, ensure regulatory and certification compliance, and lead the team to achieve operational, quality, safety, and business objectives.



Key Responsibilities


1. Operations Planning & Raw Material Management

  • Lead the planning and coordination of raw material requirements based on weekly and monthly production schedules.
  • Ensure continuous raw material availability to support production demand while optimizing inventory levels and storage capacity.
  • Collaborate closely with Raw Material Procurement, Production, Supply Chain, and Logistics teams to ensure efficient material flow.
  • Oversee special arrangements involving:
  • External warehouse pulp deliveries.
  • Direct loading activities.
  • Import and local delivery schedules.
  • Monitor and analyze inventory trends, production requirements, and operational performance to support business decisions.
  • Develop contingency plans to mitigate supply interruptions and operational risks.
  • Drive initiatives to improve warehouse and raw material handling efficiency.


2. Quality, Environmental & Management System Governance

Quality Management System (QMS)

  • Serve as the department lead and representative for Quality Management System initiatives.
  • Ensure departmental compliance with company Quality Management Systems, policies, procedures, and regulatory requirements.
  • Review and approve department Quality Objectives, Management Programs, Risk Registers, and Continuous Improvement Plans.
  • Lead investigations into raw material quality issues and ensure appropriate corrective and preventive actions are implemented.
  • Analyze quality performance trends and implement improvement initiatives.


Environmental Management & Sustainability

  • Lead the department's participation in the Quality and Management System Steering Committee (QMSSC).
  • Drive pollution prevention and environmental sustainability initiatives within operational areas.
  • Ensure compliance with environmental regulations and company sustainability objectives.
  • Monitor environmental performance related to:
  • Air emissions
  • Water discharge
  • Waste management
  • Noise control
  • Land contamination prevention
  • Identify opportunities to improve environmental performance and operational sustainability.


FSC Compliance

  • Lead FSC certification compliance activities within the department.
  • Ensure effective implementation and maintenance of FSC Chain of Custody requirements.
  • Oversee FSC traceability exercises and documentation.
  • Support internal and external FSC audits.
  • Ensure FSC-certified materials are appropriately controlled and utilized according to certification requirements.


3. Operations Leadership


Manpower Management

  • Lead and manage the overall workforce within Raw Materials Operations.
  • Develop manpower plans to support operational requirements and business growth.
  • Optimize workforce productivity, utilization, and deployment.
  • Monitor employee performance and establish development plans.
  • Drive employee engagement, coaching, succession planning, and talent development initiatives.
  • Manage employee disciplinary matters in accordance with company policies and employment regulations.
  • Foster a high-performance culture focused on accountability, teamwork, and continuous improvement.


Equipment & Asset Management

  • Ensure operational readiness and reliability of material handling equipment and operational assets.
  • Oversee maintenance planning and breakdown resolution for equipment including:
  • Forklifts
  • Floor scales
  • Radiation scanners
  • Drill machines
  • MMT equipment
  • Other operational assets
  • Ensure all calibration requirements for ISO-controlled equipment remain valid and compliant.
  • Drive preventive maintenance and equipment reliability improvement initiatives.


Process & Operational Excellence

  • Review, develop, and enhance Standard Operating Procedures (SOPs) to improve efficiency, safety, and compliance.
  • Ensure all operational processes comply with Health, Safety & Environment (HSE) requirements.
  • Lead continuous improvement projects to enhance productivity, quality, cost efficiency, and operational effectiveness.
  • Promote Lean, Operational Excellence, and Best Practice initiatives across the department.


4. Inventory Control, Reporting & Performance Management

  • Ensure accuracy and integrity of daily, monthly, and annual inventory counts.
  • Monitor key operational performance indicators, including:
  • Inventory accuracy
  • Yield performance
  • Material losses
  • Rejection rates
  • Warehouse productivity
  • Cost efficiency
  • Investigate operational abnormalities and implement corrective actions.
  • Prepare and present operational performance reports to Management.
  • Utilize data analysis and operational insights to drive business improvements and decision-making.



Qualifications

  • Bachelor's Degree in Engineering, Supply Chain Management, Operations Management, Logistics, Manufacturing, Business Administration, or related disciplines.
  • Minimum 5-8 years of relevant experience in manufacturing, warehouse, logistics, recycling, paper manufacturing, or raw materials operations, including at least 5 years in a managerial role.


Required Skills & Competencies

Technical Competencies

  • Strong knowledge of warehouse operations, inventory management, and raw material planning.
  • Experience managing material handling equipment and warehouse assets.
  • Knowledge of ISO Management Systems, FSC requirements, Quality Systems, and Environmental Management Systems.
  • Strong analytical, reporting, budgeting, and statistical analysis skills.
  • Proficient in Microsoft Office applications and ERP systems.

Working Conditions

  • Work Location: Banting, Selangor (near KLIA2 / Kota Warisan area).
  • Candidate must be willing to work full-time at the Banting manufacturing facility.
  • This role requires a strong operational presence, with approximately:
  • 80% on-site involvement within warehouse, yard, and manufacturing operations.
  • 20% office-based responsibilities involving planning, reporting, meetings, audits, compliance, budgeting, and performance reviews.
  • Comfortable working in a challenging manufacturing, recycling, and warehouse environment.
  • Regular interaction with operational employees, contractors, suppliers, auditors, and cross-functional stakeholders.
  • Possess reliable transportation for daily commuting.
  • May be required to work beyond normal office hours to support operational requirements, audits, emergencies, shutdowns, stock counts, or business-critical activities.
