The Manager, HSSE (Data Centre & Energy Projects) is responsible for the implementation, governance, and continuous improvement of Vena Energy’s Health, Safety, Security, and Environment (HSSE) Management System across Malaysia, covering both energy infrastructure and data center projects.

This role is critical to delivering Vena Energy’s Zero Harm ambition, ensuring that all HSSE risks are effectively managed across the full project lifecycle — from development and construction through commissioning and live operations. The role has a strong focus on data center environments, including high-voltage electrical systems, critical power and cooling infrastructure, battery energy storage systems, and fire suppression systems.

It ensures safe execution during commissioning, system energization, and transition to operations, while aligning HSSE practices with uptime, resilience, and client-specific (e.g., hyperscaler) standards. The role reports to the Group Head, HSSE and is offered on a 2-year fixed term contract.

Key Responsibilities:

HSSE System Governance

• Implement and adapt the HSSE Management System for Malaysia
• Integrate data center-specific HSSE requirements (electrical safety, LOTO, energization control)
• Align with corporate standards, regulatory requirements, and lender expectations

Legal & Regulatory Compliance

• Maintain legal HSSE register and ensure compliance with Malaysian regulations
• Engage with regulators (DOSH, DOE, CIDB) and ensure audit readiness

Risk Management & SIMOPS

• Lead risk identification, assessment, and mitigation across all project phases
• Manage SIMOPS including construction in live (brownfield) environments
• Address data center-specific risks (electrical switching, battery systems, cooling systems

Training & Competency

• Develop and implement HSSE training programs
• Deliver specialized training (LOTO, arc flash, commissioning safety)
• Ensure competency across employees, contractors, and visitors

Contractor HSSE Management

• Lead contractor prequalification, onboarding, and performance monitoring
• Standardize HSSE requirements in contracts
• Drive contractor capability and compliance

Incident & Emergency Management

• Lead incident investigations (ICAM, 5-Whys)
• Develop emergency response plans for data center scenarios (electrical faults, battery incidents, fire suppression discharge)
• Conduct drills and ensure readiness

Site Oversight & Assurance

• Conduct inspections, audits, and behavioral safety observations
• Monitor high-risk activities including energization and commissioning
• Drive proactive reporting and learning culture

Commissioning & Operational HSSE

• Lead HSSE governance during commissioning and integrated systems testing (IST)
• Ensure safe energization, LOTO control, and system validation
• Manage risks during transition to live operations

Client & Hyperscaler Compliance

• Ensure compliance with client-specific HSSE standards (e.g., hyperscalers)
• Align with strict safety protocols, reporting requirements, and audit frameworks

Regional & Strategic Contribution

• Support regional HSSE initiatives and knowledge sharing
• Contribute to strategic HSSE planning and benchmarking

Prerequisites

• Bachelor’s Degree in Occupational Safety, Environmental Science, Engineering, or related field
• Registered Safety & Health Officer (DOSH Malaysia) or equivalent
• ISO 45001 / ISO 14001 knowledge
• Training in electrical safety, LOTO, and arc flash
• Certification in commissioning safety or data center operations (preferred)
• 8–10 years of progressive HSSE leadership experience
• Experience in large-scale infrastructure and data center projects
• Experience in commissioning, energization, and operational environments
• Exposure to lender / IFI requirements (e.g., IFC, Equator Principles)
• HSSE management systems implementation
• Electrical safety (LOTO, switching, arc flash)
• Commissioning HSSE and integrated systems testing (IST)
• Risk management (SIMOPS, PTW)
• Data center systems (UPS, generators, batteries, cooling systems)
• Incident investigation methodologies
• Digital tools (EHS systems, Power BI, reporting dashboards)
• Strong leadership and stakeholder management

Work Environment & Travel

• Site‑based role with regular presence at active construction and data centre project locations
• Travel across multiple project sites within Malaysia as required
• Work across construction, commissioning and live operational environments
• Exposure to high‑risk activities including electrical systems, lifting operations and confined spaces
• Requires flexibility to support critical project phases, including energisation and commissioning
