Title: Senior Procurement Manager (Not for Profit)

Location: Singapore

About the Role

Our client is a market leader in Not for profit sector ( Intermediate to Long Term Care services), with a strong and growing presence across Singapore. As the organisation scales, it is appointing a Head of Procurement to move the function beyond operational efficiency and make it a driver of strategic value.

You will lead procurement governance, commercial value, cost optimisation and supplier partnerships, working closely with senior stakeholders to build a more strategic, data-driven procurement function.

What You Will Do

• Develop procurement strategy, frameworks and governance that align with business objectives, internal controls and industry best practice.
• Work with senior stakeholders and cross-functional teams to understand needs, influence demand and deliver the best commercial and operational outcomes.
• Lead procurement end to end, from requirements and sourcing strategy through supplier evaluation, tendering, negotiation and contract award.
• Drive savings through spend analysis, demand consolidation, strategic sourcing, negotiation and TCO analysis.
• Establish clear policies, processes and approval frameworks that ensure compliance and transparency.
• Manage supplier performance, commercial terms and risk, and create long-term value with key suppliers.
• Identify and manage procurement and supply risks, with mitigation and business continuity plans in place.
• Develop the Procurement team and build a culture of commercial excellence, accountability and continuous improvement.
• Set procurement KPIs and give management clear visibility of spend, savings, supplier performance and value delivered.
• Drive continuous improvement and digitalisation, making full use of e-Procurement and ERP systems.

What You Bring

• Bachelor’s degree, with 10–12 years of procurement experience, including at least 5 years leading a team.
• End-to-end procurement experience, ideally in a complex, multi-site organisation.
• Knowledge of procurement governance, policies, approval frameworks, compliance and internal controls.
• A proven record in strategic sourcing, cost optimisation, complex negotiation and contract management.
• Strong commercial acumen, able to turn procurement initiatives into measurable business and financial value.
• A pragmatic, solution-oriented approach to complex stakeholder and business needs.
• Excellent communication skills, with the ability to influence stakeholders at all levels.
• Proven people leadership, including developing procurement teams and building capability.
