Develop and implement recruitment strategies and manpower plans in line with business objectives and workforce requirements; be accountable for recruitment results and ensure recruitment needs are fulfilled.
Oversee the recruitment function, coordinate hiring across all levels and departments, with a focus on key IDL positions.
Partner with department heads and hiring managers to clarify current and future manpower requirements, job specifications, recruitment priorities, and headcount budgets.
Manage the full recruitment cycle, including requisition, sourcing, screening, interviewing, selection, offer negotiation, pre-employment processes, and onboarding coordination.
Expand and maintain recruitment channels and talent pipelines, covering job platforms, social media, headhunters, universities, employee referrals, etc., while strengthening employer branding.
Review recruitment advertisements, sourcing strategies, candidate shortlists, and hiring recommendations to ensure fair and consistent evaluation; advise hiring managers on market conditions and salary proposals.
Monitor recruitment KPIs such as time-to-fill, time-to-hire, cost-per-hire, channel effectiveness, and offer acceptance rate; analyze data and continuously improve processes and candidate experience.
Manage the daily operations of the recruitment team, break down KPI targets to ensure the team meets recruitment goals; manage external vendors, ensure compliance with recruitment policies, processes, and employment regulations, and regularly report recruitment progress, manpower forecasts, and key IDL recruitment status to management.

2.0 Job Requirements
Bachelor's degree or above in Human Resources Management, Business Administration, or a related field.
Minimum 8 years of recruitment or talent acquisition experience, including at least 3 years in recruitment team management; proven full-cycle recruitment and team leadership experience; experience in key IDL recruitment is preferred.
Familiar with recruitment strategies, talent acquisition, manpower planning, labor laws, and compliance requirements; proficient in various recruitment channels and their management; skilled in ATS, HR systems, and Office.
Excellent leadership, communication and negotiation, stakeholder management, data analysis, and multitasking skills; results-oriented and able to work under pressure in a fast-paced environment.
Good written and verbal English; proficiency in other languages is a plus; strong commitment to confidentiality, professional ethics, and candidate experience.
